The 2025 Law on Cadres and Civil Servants of the National Assembly, No. 80/2025/QH15, was passed on June 24, 2025 and took effect from July 1, 2025.
Article 19 of the Law on Cadres and Civil Servants 2025 stipulates the conditions for registering for civil service recruitment from July 1, 2025 as follows:
(1) People who meet the following conditions are allowed to register for civil service recruitment:
- Have 1 nationality of Vietnamese nationality as prescribed by the Law on Citizenship;
- Currently residing in Vietnam;
- Be 18 years old or older;
- Have good political and ethical qualities; have a clear background;
- Good enough health to perform the task;
- Meet the conditions according to the requirements of the job position.
(2) Applicants for recruitment for leadership and management positions, in addition to meeting the conditions specified in (1), must also meet the standards and conditions for appointment according to regulations, except in cases where they are implemented according to the decision of the competent authority.
Clause 3 of this Article also stipulates that the following people are not allowed to register for civil service recruitment:
- Loss or limited civil act capacity; people with difficulty in perception, mastering behavior;
- Currently being prosecuted for criminal liability; serving or having completed the sentence or decision on criminal matters of the Court but not yet had the criminal record cleared; serving administrative measures at compulsory drug rehabilitation facilities or compulsory education institutions.
