According to experts, in recent times, the Vietnam General Confederation of Labor has organized activities to care for and protect the legitimate rights and interests of union members and workers. Notable among these are very practical and effective programs such as "Tet Sum Vay", "Worker's Month", "Union Shelter", "Union Member Welfare"; support union members and workers who have lost their jobs or had their work suspended due to the COVID-19 pandemic; support union members and workers who suffered losses due to storm No. 3 and floods, etc.
Along with that, the Trade Union organization has actively researched, proposed and participated in the development and implementation of policies and laws related to the rights of workers. These include the Law on Social Insurance (amended), the Law on Land (amended), the Law on Employment (amended); participated in the development of a plan to reform wage policies from July 1, 2024 according to Resolution No. 27-NQ/TW dated May 21, 2018 of the Central Executive Committee on reforming wage policies for cadres, civil servants, public employees, armed forces and employees in enterprises, and the Decree on social housing in the Housing Law 2023. Many comments from the Vietnam Trade Union have been accepted by the drafting agencies, contributing to proactively protecting the legitimate rights and interests of workers.
The Vietnam General Confederation of Labor has also focused on building and completing the draft Trade Union Law (amended) to report to the Social Committee of the National Assembly, the Standing Committee of the National Assembly, and submit it to the National Assembly for comments at the sessions of the 15th National Assembly...
Regarding comments on the draft Law on Trade Unions (amended), Ms. Nguyen Thi Thu Hong - former Vice President of the Vietnam General Confederation of Labor expressed her agreement and appreciation for the content in Clause 4, Article 26 of the draft Law on Trade Unions (amended).
Ms. Hong believes that in the context of a small and unincreasing number of union staff, however, in areas with a large number of enterprises, union members, workers, and rapidly increasing grassroots unions, the nature of union staff activities will be more diverse. Therefore, with the current number of staff and the number of union staff signed contracts, it will meet the needs of developing union members and union activities at the unit and locality.
Ms. Nguyen Thi Thu Hong also highly appreciated the draft Law for specifying the representation rights of Trade Unions as stipulated in the Constitution, including the right to supervise and criticize of trade unions, which is very suitable for practice and promotes the role of trade unions.
Commenting on the draft Law on Trade Unions (amended), Mr. Duong Van Sao - former Principal of the Trade Union University - said: "In my opinion, the regulation on trade union financial expenditure for grassroots trade unions at 75% in the draft Law on Trade Unions only sets the floor level.It is necessary to add content empowering grassroots trade unions to adjust the level of trade union financial expenditure for grassroots trade unions based on the number of union members, employees and the performance of grassroots trade unions to be more flexible and effective."
