According to the recent dispatch of the Ho Chi Minh City People's Committee, the Department of Finance will preside over and coordinate with relevant departments and branches to advise the City People's Committee to submit to the People's Council to include the social insurance and health insurance coverage ratio in the annual socio-economic development targets and tasks in the People's Council resolution and the resolution of the City Party Congress.
At the same time, the Department of Finance arranges full and timely funding for the People's Committees of communes, wards and special zones to pay health insurance cards to social insurance agencies and directs units to pay health insurance cards to social insurance agencies on time as prescribed in Clause 10, Article 7 of Decree No. 188/2025/ND-CP.
According to the provisions of Clause 10, Article 7 of Decree No. 188/2025/ND-CP, the Department of Finance, based on the regulations on decentralization of budget management by competent authorities and the summary table of subjects, state budget funds paid and supported by social insurance agencies, is responsible for transferring funds to the health insurance fund every quarter. No later than December 15 every year, the transfer of funds to the health insurance fund of that year must be completed.
