Gia Lai Provincial People's Council has issued Resolution No. 41/2026/NQ-HĐND stipulating policies to support voluntary social insurance (BHXH) contributions for people in the province.
The resolution takes effect from May 4, 2026 to the end of 2028, aiming to create conditions for people to participate in social insurance, gradually expanding the coverage of social security.
According to the resolution, the subjects eligible to apply are people residing in Gia Lai province participating in voluntary social insurance belonging to the groups: poor households, near-poor households; people living in island communes; ethnic minorities and other subjects with contributions corresponding to the poverty line standard in rural areas.
The support level is calculated as a percentage of the monthly voluntary social insurance contribution level, based on the poverty line in rural areas prescribed by the Government for each period.
In which, poor households, near-poor households and people living in island communes receive the highest support with a level of 30% of the contribution level. Ethnic minorities receive 20% support. The remaining subjects with contribution levels equal to the rural poor household standard receive 10% support.
In case one person simultaneously belongs to many different groups of beneficiaries, the highest support level will be applied. This regulation aims to ensure maximum benefits for voluntary social insurance participants, while encouraging people to maintain long-term participation.
The promulgation of policies to support voluntary social insurance contributions will contribute to reducing the financial burden on people, especially vulnerable groups, ethnic minorities and people in difficult circumstances. Thereby, increasing the rate of people participating in voluntary social insurance, ensuring income and social security when they reach retirement age.
The policy implementation costs are guaranteed by the local budget according to the current decentralization. In case the documents cited in the resolution are amended, supplemented or replaced, the implementation will be based on the corresponding new regulations. The Provincial People's Committee is responsible for implementing the resolution to ensure compliance with legal regulations.
