Recently, the implementation of social insurance (SI), health insurance (HI), and unemployment insurance (UI) policies in Gia Lai province has achieved many positive results. The number of people participating in insurance next year is always higher than last year, the quality of medical examination and treatment using health insurance has been gradually improved.
However, there are still limitations such as the rate of participants who do not meet the requirements, the situation of late - evasion of insurance payment in some enterprises has directly affected the rights of employees. In addition, the cost of health insurance examination and treatment at some facilities has increased dramatically, putting pressure on fund management.
As of July 31, 2025, Gia Lai has 264,650 social insurance participants, more than 2.8 million health insurance participants, not yet meeting the plan assigned by the Provincial People's Committee. At the same time, the whole province had 797 units owing social insurance, health insurance, unemployment insurance and occupational accident and disease insurance for 6 months or more, affecting the rights of 4,638 workers, with a total debt of more than 183 billion VND.
Many businesses owe a huge amount of money, lasting for many months, even many years such as: 47 Construction Joint Stock Company owes more than 25 billion VND to 814 employees in 26 months; FLC Quy Nhon Golf and Resort Joint Stock Company owes more than 28.5 billion VND to 326 employees in 39 months; Tre Viet Aviation Joint Stock Company owes more than 30 billion VND to 1,025 employees in 16 months; 504 Joint Stock Company owes more than 14 billion VND to 5 employees in 174 months. In addition, many other units are also in debt from tens of millions of VND to several billion VND.
In this situation, Chairman of Gia Lai Provincial People's Committee Pham Anh Tuan requested the provincial Social Insurance to strengthen inspection of compliance with the law on social insurance, health insurance, and unemployment insurance at enterprises, especially those that are late or evade payment for 3 months or more; take measures to prevent negativity, abuse of funds and handle or propose strict handling of violations.
Direct social insurance agencies at all levels to promptly resolve policies and regimes on social insurance, health insurance, and unemployment insurance, ensuring the rights of participants. Every month, it is necessary to report on the collection and recovery of late payment debts.
The Chairman of Gia Lai province requested the Department of Home Affairs to coordinate with the provincial Social Insurance and relevant agencies to inspect compliance with labor laws, social insurance, health insurance, and unemployment insurance at enterprises, promptly rectify violations, and ensure the legitimate rights of employees.
The Department of Education and Training must guide its affiliated units to implement health insurance for students every year, striving to achieve 100% participation.
Enterprises, business households and employers must strictly comply with regulations on social insurance, health insurance, and unemployment insurance; are responsible for declaring, registering, and fully paying to employees. Units that are late in paying must immediately deposit the remaining amount into the social insurance account, ending the violation.
The Provincial Federation of Labor directs its affiliated Trade Unions to mobilize employees to participate in social insurance and unemployment insurance and accumulate time to be eligible for pension. In addition, closely monitor the enforcement of the law at enterprises and file lawsuits against violations that affect the rights of employees.
