The issue of intellectualization of workers was officially set by our Party at the 9th Congress, along with the policy of "gradually developing the knowledge economy in our country". In particular, clearly stated: "attaching importance to the development of quantity and quality, improving enlightenment and political bravery, education and occupation, implementing" intellectualization of workers ", improving the capacity of applied and creating new technologies, labor productivity, quality and efficiency, worthy of being a leading force in the cause of industrialization, modernization of the country and revolutionary role in the country."
Consistent with the above viewpoint, Resolution No. 20-NQ/TW dated January 28, 2008 on "Continuing to build the Vietnamese working class in the period of promoting industrialization and modernization of the country", the Party Central Committee of the Party term X determined: "Building a strong working class, rapidly developing in quantity, improving quality, having a mechanism to meet the country's development, higher education, high professional skills, high professional skills, professional skills approach and master science - advanced technology and modernity in the conditions of knowledge development; quickly adapt to the market mechanism and international economic integration;
This shows that the intellectualization of workers is a consistent policy, which our Party is interested in directing. Because as the social productive sector is increasingly developing, machinery and equipment are increasingly improved, especially landmark changes such as industrial revolutions and digital transformation, workers and laborers need to constantly improve their qualifications, skills, skills and creativity.
If professional qualifications do not keep up with and do not meet new technology, it will be very difficult for workers, even unable to ensure jobs and income.
It can be seen that the intellectualization of workers is an indispensable trend because the requirements of the increasingly advanced, modern industrial production and socialization; The requirements of industrialization and modernization are associated with the knowledge economy; At the same time, from the development of the working class as the revolutionary leadership through the Tien Phong team is the Communist Party - the class representing advanced production methods.
The revolutionary leadership role of the working class comes from their socio-economic status, but to successfully fulfill their historical mission, the working class must be truly modern, strong and united into a unified bloc under the leadership of the Party.

What has the Trade Union done to participate in implementing the intellectualization of workers, Mr. President?
Chairman Nguyen Dinh Khang: The quality and efficiency of the union organization is an important guarantee for mobilization, gathering, solidarity and education, building a strong working class. When the strong working class will be the core force, pioneering in building and strengthening the Union of Union - Agriculture - Tri, as a foundation for building a great unity bloc of the entire nation.
thoroughly implementing the Party's policies on building a working class and intellectualizing workers, the activities of trade unions at all levels focus on making efforts to recommend and participate in solving the pressing problems of workers, such as employment, income, life, working conditions; housing, kindergartens, kindergartens for workers' children; raising class awareness, understanding and being exemplary in implementing the Party's policies and guidelines, and the State's laws and policies.
In particular, improving the educational qualifications, professional expertise, sense of organization, discipline, industrial labor style of workers, meeting the requirements of industrialization, modernization of the country and international integration.
With the responsibility of the trade union levels and the efforts of labor workers, the awareness of the position and role of the working class, the requirements of building the working class in the period of promoting industrialization and modernization of the country and international integration continued to be raised.
Education level, professional skills, the ability to absorb new knowledge, master modern technology; awareness of organization of discipline, industrial labor style and understanding of policies and laws, especially legal policies related to the rights and obligations of workers have changed positively.
The work of mobilizing union members and workers to study to improve their qualifications, professional skills, industrial style, and labor discipline has been focused on, and some effective implementation models have appeared.
The Vietnam General Confederation of Labor advised the Prime Minister to issue Decision No. 231/QD-TTg dated February 13, 2015 approving the Project "Promoting lifelong learning activities among workers in enterprises by 2020" and Decision No. 1268/QD-TTg dated October 19, 2022 approving the Program "Promoting lifelong learning activities among workers in enterprises by 2030".

In particular, to make the working class increasingly modern and strong, it is necessary to continue to promote the intellectualization of workers, strongly innovate, perfect economic institutions, restructure the economy towards quality, efficiency, increase competitiveness; organize a labor market information system; support businesses in ensuring production and business, maintaining jobs for workers; promote extensive propaganda work in society and in each enterprise to gain practical understanding of the 4.0 Industrial Revolution, of workers' intellectualization...
For their part, workers need to proactively and actively raise awareness of their position, role, and importance in the overall development of the enterprise as well as the whole society; determine a motto of lifelong learning, enrich knowledge and professional skills; proactively absorb and apply new science and technology; at the same time, be ready to change, be ready to adapt to new environments, new jobs, and new requirements.
In addition, it is necessary to improve the ability to access and master science and technology of the Vietnamese working class in the 4.0 Industrial Revolution; study and forecast human resource needs for each industry as a basis for developing a training, retraining and labor arrangement plan in the short and medium term; restructure training industries in accordance with priority development industries. In training, it is necessary to combine training at school with practical training at enterprises.
Enterprises must have a plan to employ labor, reallocate labor, and retrain in parallel with developing investment plans for new equipment and technology; have policies to ensure jobs and social security for disadvantaged workers and among workers who have to relocate in the process of applying new science and technology, there will be workers with old and unqualified skills who do not meet new requirements.

Encourage workers to actively study, improve their qualifications, skills, change careers, approach modern labor trends, adapt to the context of international integration and the Fourth Industrial Revolution; prepare for the new development stage of the country.
In the 2025 Workers' Month, the Vietnam General Confederation of Labor sets a target of striving for 55% or more of grassroots trade unions in all types of enterprises to have at least 01 activity in response to Workers' Month; 35% or more of grassroots trade unions of administrative agencies and public service units to have at least one appropriate activity in response to Workers' Month in 2025.

In 2025, it was also the first year to implement the Trade Union Law in 2024; The second year of implementing the Resolution of the 13th Congress of Vietnam Trade Union; The fourth year of implementing Resolution 02-NQ/TW dated 12.6.2021 of the Politburo on "Organization and operation of Vietnamese Trade Union in the new situation".
Therefore, the activities of Workers' Month will focus on implementing and concretizing the theme "Vietnamese workers pioneering in entering a new era", and at the same time will also create the highest conditions for union members and workers to best enjoy activities to care for and ensure their rights.
I also emphasized that the Workers' Month activities also aim to affirm the role, position and contribution of the working class in the cause of national liberation, construction and protection of the Fatherland; being a pioneer force in the cause of national renewal, creative labor, confidently entering a new era - the era of national growth.
