According to the 2025 Employment Law, effective from January 1, 2026, when participating in unemployment insurance, employees are entitled to policies such as: Counseling, job introduction; supporting employees to participate in training and improving professional skills; unemployment benefits.
Regarding the level of support, according to regulations, employees participating in vocational skills training and improvement courses for less than 3 months, the support level is calculated according to the tuition fee of the vocational training institution but not exceeding 4,500,000 VND/person/training course. For employees participating in vocational skills training and improvement courses for 3 months or more, the support level is calculated monthly and the tuition fee of the vocational training institution but not exceeding 1,500,000 VND/person/month. Vocational training workers are also supported with a meal allowance of 50,000 VND/person/real study day.
Hanoi Employment Service Center said that the city currently has 16 training institutions registered with occupations such as: Food processing techniques, beverage mixing, baking techniques, massage and acupressure techniques, driving, office informatics, information technology, accounting, sales, skin care, dưỡng sinh shampooing, cosmetic embroidery, eyelash extensions, nails... Training time is from 2.5-3 months. Workers who complete the training will be issued regular training certificates or elementary certificates to confidently find new jobs.
According to a survey by the Hanoi Employment Service Center, the occupations that many people register to study include: Cooking techniques, beverage mixing, baking techniques, acupressure massage techniques, driving, office informatics...
In 2025, the whole city had 974 people registered for vocational training out of a total of 71,941 workers registered to receive unemployment benefits. In the first 2 months of 2026, there were 145 people who had vocational training decisions out of a total of 6,894 registered people.
