Hanoi currently has a large number of cadres, civil servants, public employees, contract workers and part-time workers at the commune and ward levels who quit their jobs due to the arrangement of the state administrative apparatus. Of which, the group of non-professional workers alone accounts for nearly 5,000 people.

To ensure the rights and effectively implement the regimes and policies for these subjects, the Hanoi People's Committee has issued Plan No. 220/KH-UBND on organizing vocational training and retraining and supporting job creation for cadres, civil servants, public employees, contract workers and non-professional workers who quit their jobs due to organizational restructuring in administrative units at all levels of the city.
Ms. Nguyen Thi Yen (Hanoi) is one of the civil servants who have just quit their jobs after the reorganization. She has submitted her application online to many recruitment units, but has not received any response. Today (October 30), she went to the Hanoi Employment Service Center in the hope of finding a new opportunity.
I am 40 years old, finding a job at this time may have fewer opportunities, but it is not impossible. Maybe because of age, companies have limited recruitment. However, during my leave, I also took the initiative to learn more Chinese to improve my skills and expand my job opportunities, Ms. Yen shared.
Working as an audio engineer at a media unit, Mr. Duong Hoa (Hanoi) also had to quit his job because the company cut staff. At the age of 52, he had to quit his job, which made him very disappointed.
"When I went to the Hanoi Employment Service Center to solve unemployment insurance, I also took the opportunity to submit my application to two companies recruiting here. At the beginning of my leave, I was very depressed. But thinking back, at this age, if you want to continue to have a job, you need to change, even take extra classes if the recruitment job has a training program," said Mr. Hoa.

Regarding the work of job creation for cadres, civil servants, public employees and workers who quit their jobs due to organizational restructuring, Mr. Vu Quang Thanh - Deputy Director of Hanoi Employment Service Center - said: To effectively support employment, the Center coordinates with the People's Committees of communes, wards and enterprises to encourage workers to self-assess their knowledge and skills, thereby determining appropriate job positions, proactively studying, and improving qualifications to be ready to access the labor market.
