Suing 5 units owing social insurance
Mr. Vu Duc Thuat - Deputy Director of Hanoi Social Insurance - said that to prevent social insurance and health insurance fraud, the unit has proactively reviewed and matched cases with unusual signs, strengthened specialized inspections, and unexpected inspections to promptly detect and handle acts of creating fake and fabricated dossiers to profit from social insurance and unemployment insurance.
In the first 8 months of 2026, Hanoi Social Insurance issued decisions to inspect 1,331 labor-using units, medical examination and treatment facilities (MET), internal facilities and organizations supporting the development of beneficiaries.
The results after inspection have requested payment and repayment of social insurance, health insurance, and unemployment insurance for 873 workers who have not participated, paid incompletely for subjects, paid for short time and paid at the wrong level, the total amount requested for repayment is 5.9 billion VND. Requesting reduction for 20 workers who paid overtime and over the level of contribution with a total amount of 119.8 million VND; detecting 552 turns of people enjoying social insurance and unemployment insurance benefits in violation of regulations with a total amount to be recovered to the social insurance and unemployment insurance fund of 1.3 billion VND.
According to the leader of Hanoi Social Insurance, as of September 8, 4 regional People's Procuracies (VKSND) have decided to sue 5 units with a total debt of 18.3 billion VND.

According to Hanoi City Social Insurance, during the data review process, Chuong My District Social Insurance (now Chuong My grassroots Social Insurance) proactively reviewed B.T private enterprise (DNTN) with unusual maternity benefits payment frequency; discovered many violations such as job application files created after the contract signing date, CVs erased, signatures not matching...
Immediately after that, Chuong My Grassroots Social Insurance reported to Hanoi City Social Insurance and forwarded a crime report to the Investigation Police Agency (CSĐT) - Chuong My District Police on January 13, 2025. By February 12, 2025, the Investigation Police Agency had initiated a criminal case.
Chuong My Grassroots Social Insurance also proactively coordinated with the Investigation Police Agency and the People's Procuracy (VKSND) of Region 6 of Hanoi City to provide relevant dossiers, documents, and information upon request to serve the investigation and prosecution work.
According to the investigation results, from 2022-2024, taking advantage of the maternity policy for compulsory social insurance participants, Dang Dinh T directed his wife, daughter, daughter-in-law and outsourced accountant of DNTN B.T to receive social insurance deposits from 12 acquaintances, helping these individuals enjoy maternity and health recovery benefits paid by Chuong My grassroots social insurance.
To legalize the dossier, T directed the creation of fake salary payment slips and maternity benefits slips, causing damage to the social insurance fund of more than 409.6 million VND.
On July 29, the People's Court of Region 6, Hanoi City issued Decision No. 584/2026/QDXXST-HS to bring the first-instance trial of the criminal case against defendant Dang Dinh T, prosecuted by the People's Procuracy of Region 6 - Hanoi City for the crime of "Social Insurance Fraud" as prescribed in point c, clause 2, Article 214 of the Penal Code, Chuong My Grassroots Social Insurance participating in the proceedings as a civil plaintiff.
The trial took place on September 17 at the headquarters of the People's Court of Region 6 - Hanoi City.
As a result of the trial, the Panel of Judges determined that the defendant's actions were dangerous to society, violated the order of management of payment and enjoyment of social insurance benefits and property ownership of the social insurance agency. However, the defendant was considered for mitigating circumstances, honestly confessed and has remedied the entire amount of 409.67 million VND.
The Trial Panel agreed with the investigation results and the content of the indictment announced by the Procuracy at the trial, sentencing Dang Dinh T to 18 months in prison but suspended sentence, probation period of 36 months for the crime of "Social Insurance fraud".
