    Article 18 of Decree 154/2025/ND-CP stipulates the effectiveness as follows:

    Article 18. Implementation effectiveness

    This Decree takes effect from June 16, 2025; replaces Decree No. 29/2023/ND-CP dated June 3, 2023 of the Government regulating staff streamlining.

    The regimes and policies prescribed in this Decree are applied until December 31, 2030.

    Thus, Decree 154 on staff streamlining takes effect from June 16, 2025. The regimes and policies stipulated in Decree 154 on staff streamlining are applied until December 31, 2030.

    Article 1 of Decree 154/2025/ND-CP stipulates as follows:

    This Decree stipulates the subjects, principles, policies for staff streamlining and the responsibility for staff streamlining in agencies, organizations, public service units of the Party, State, Vietnam Fatherland Front, and socio-political organizations from central to commune level.
