The new Government has issued Decree No. 27/2026/ND-CP regulating the national database on cadres, civil servants, and public employees.
In which, regulations on storing electronic records of cadres, civil servants, and public employees are based on Article 21.
Article 21. Archiving electronic records of cadres, civil servants, and public employees
Electronic records of cadres, civil servants, and public employees are managed and stored in accordance with the law on management of cadre, civil servant, and public employee records and the law on archiving.
In addition, Article 22 of Decree 27 also stipulates the management and use of electronic data and records of cadres, civil servants, and public employees.
Article 22. Management and use of data and electronic records of cadres, civil servants, and public employees under the list of state secrets
1. For data and electronic records of cadres, civil servants, and public employees belonging to the list of state secrets, the managing agency of the National Database on cadres, civil servants, and public employees; the managing agency of the information system managing cadres, civil servants, and public employees is responsible for implementing solutions and measures to ensure confidentiality when managing, storing, transmitting, and using in the electronic environment in accordance with the law.
2. The backup, extraction, management, and use of electronic data and records belonging to the list of state secrets shall be carried out in accordance with the provisions of the law on protection of state secrets and the law on cryptography.
