On January 23, news from the Khanh Hoa Provincial People's Council said that it had just passed a resolution stipulating the level of support for voluntary social insurance (SI) contributions for participants in the province in the period 2026 - 2030, in order to encourage people to participate in the social security system.
According to the resolution, the subjects of application are voluntary social insurance participants according to regulations, with permanent residence registration in Khanh Hoa province.
At the same time, apply to relevant agencies, organizations, and individuals in the policy implementation process.
Regarding the level of support, in addition to the voluntary social insurance contribution support according to the Government's regulations, voluntary social insurance participants in Khanh Hoa province will be additionally supported with a portion of their contributions.
The support level is calculated according to a percentage (%) on the monthly voluntary social insurance contribution level, based on the poverty line standard for rural households, in accordance with the current poverty line.
Specifically, people from poor households; people living in island communes and special zones according to the regulations of the Government and the Prime Minister are supported with an additional 30% of the contribution level.
People from near-poor households are supported with 25% of the contribution level; voluntary social insurance participants who are ethnic minorities are supported with 15% of the contribution level.
The remaining subjects are supported with 10% of the contribution level.
The Resolution also clearly states that in cases where voluntary social insurance participants simultaneously belong to many different groups of beneficiaries, only the highest level of support is applied.
The issuance of this resolution is expected to create more motivation for people, especially vulnerable groups and workers in the informal sector, to gradually access and participate in voluntary social insurance, thereby contributing to expanding the coverage of social security in Khanh Hoa province in the coming period.
Ms. Nguyen Thi Hong (55 years old, small trader, Bac Nha Trang ward) said that she has repeatedly considered participating in voluntary social insurance but is still hesitant because her income is unstable.
Small business profits are erratic, each month deducting a few hundred thousand VND to pay insurance is also very hesitant. Now the province provides additional support, especially for older people like me, I feel more secure. With support, I have the motivation to participate for a long time" - Ms. Hong said.
Meanwhile, Ms. Cao Thi Huong (32 years old, freelancer, ethnic minority) said that the new support level shows concern for vulnerable groups.
Ethnic minorities with low incomes have few opportunities to participate in insurance. Support of 15% is not too large but is an encouragement. I hope that in the future the procedures will be simple so that people can easily access it" - Ms. Huong shared.
