The meeting to discuss and discuss the plan to adjust the regional minimum wage is scheduled to take place from 10:00 a.m. on July 11 at the Ministry of Home Affairs.
Previously, at the first session of the National Wage Council (taking place on June 26), the relevant parties had not yet found a common voice on the proposed regional minimum wage.
Discussing on the sidelines of the first session of the National Wage Council, Deputy Director of the Institute of Strategic Research and Labor Magazine - Music Trade Union Phan Linh, a member of the council, said that the Vietnam General Confederation of Labor proposed two options to increase the minimum wage, ensuring a minimum living standard for workers. That is the option to increase by 9.2% and 8.3%.

With the above options, the Vietnam General Confederation of Labor proposes to increase the minimum wage from January 1, 2026.
The above proposal is based on the context of the economy in general, economic development goals along with upcoming forecasts; regular surveys and investigations of trade union organizations.
Along with the 2 proposed minimum wage increases from the representative of the employee, Mr. Hoang Quang Phong - Vice President of the Vietnam Federation of Commerce and Industry (VCCI), Vice Chairman of the National Wage Council, said that the proposed adjustment rate is from 3% to 5%.
"This level is moderate, to increase room for businesses to be able to adapt and have conditions to reward diligent workers, especially effectively implement Resolution 57 on increasing labor productivity and innovation" - he said.
Mr. Phong emphasized that the decision on the specific increase level needs to continue negotiation in the council and there is currently no official document. The employer's representative also proposed the time to apply the minimum wage increase from January 1, 2026.
Mr. Phong added that the technical department of the council also proposed a minimum wage increase of 6.5% to 7%.
The proposed salary increase levels of the 3 sides clearly show a huge difference.
According to Decision No. 992/QD-TTg of the Government, the National Salary Council has 17 members including: Chairman of the Council is Mr. Nguyen Manh Khuong - Deputy Minister of Home Affairs.
The Vice Chairmen of the Council include: Mr. Ngo Duy Hieu - Vice President of the Vietnam General Confederation of Labor; Mr. Hoang Quang Phong - Vice President of the Vietnam Federation of Commerce and Industry (VCCI); Mr. Dinh Hong Thai - Vice President of the Vietnam Cooperative Alliance.
The remaining Council members include: 4 representative members of the Ministry of Home Affairs; 4 representative members of the Vietnam General Confederation of Labor; 3 representative members of the central employer representative organization (including 1 representative member of the Vietnam Association of Small and Medium Enterprises, 2 members representing two central professional associations that employ many workers);
The 2 independent members are experts and scientists in the fields of labor, wages, and socio-economics (excluding experts and scientists working at agencies, units, research institutes, universities under the Ministry of Home Affairs, the Vietnam General Confederation of Labor, and central employers' representative organizations).
The Council has a technical department and a standing department to assist the Council.
