The Ministry of Home Affairs has sent the Ministry of Justice to appraise the draft decree decision and decentralize the implementation of the state management tasks in the field of interior; In which, the drafting agency is expected to apply regional minimum wage according to new administrative units after arranging.
Accordingly, the draft stipulates decentralization and implementation of state management tasks in the field of internal affairs, including: local government; labor, wages and social insurance; employment, occupational safety and hygiene; Vietnamese workers working abroad under contracts; organizations, social funds, charitable funds, non-governmental organizations; meritorious people; gender equality; literary work, state archives.
The draft also issued an appendix to the list of areas of communes (maintained or newly formed after July 1, 2025), to apply the minimum wage according to 4 regions prescribed in Decree No. 74/2024/ND-CP stipulating the minimum wage for employees working under labor contracts.
Accordingly, the current regional minimum wage in region I is 4.96 million VND/month; region II is 4.41 million VND/month; region III is 3.86 million VND/month and region IV is 3.45 million VND/month.
Hanoi City
Region II includes the communes of Phuong Duc, Chuyen My, Dai Xuyen, Van Dinh, Ung Thien, Hoa Xa, Ung Hoa, My Duc, Hong Son, Phuc Son, Huong Son, Minh Chau, Quang Oai, Vat Lai, Co Do, Bat Bat, Suoi Hai, Ba Vi, Yen Bai, Phuc Tho, Phuc Loc, Hat Mon, Dan Phuong.
Area I includes the remaining communes and wards.
Ho Chi Minh City
Area III includes the communes of Ngai Giao, Binh Gia, Kim Long, Chau Duc, Xuan Son, Nghia Thanh, Ho Tram, Xuyen Moc, Hoa Hoi, Bau Lam, Phuoc Hai, Long Hai, Dat Do, Long Dien and Con Dao special zone.
Area II includes the communes of Binh Khanh, An Thoi Dong, Can Gio and the wards of Phuoc Thang, Ba Ria, Long Huong, Tam Long.
Area I includes the remaining communes and wards.
The draft clearly states that the Ministry of Home Affairs proposes that the Government issue a decree in June and take effect from July 1 to comply with the direction of the Government, the Prime Minister and implement the 2-level local government model.
