On 2.6, on behalf of the Standing Committee of the Central Committee of Vietnam Fatherland Front, Ms. Nguyen Thi Thu Ha, Member of the Party Central Committee, Standing Deputy Secretary of the Party Committee of the Fatherland Front, Central mass organizations, Vice President - General Secretary of the Central Committee of Vietnam Fatherland Front signed the issuance of guidance No. 18 -HD/MTTW -BTT on the addition of some contents of the Vietnam National Union Organization, the Vietnam Political Organization, the Social Organization Party and State assigned tasks (provincial and commune levels).
Pursuant to Resolution 60-NQ/TW, dated 12.4.2025 of the 11th Central Party Executive Committee Conference, Session XIII; Plan No. 47-KH/BCD, dated April 14, 2025 of the Steering Committee to summarize Resolution 18-NQ/TW; After reaching agreement with the Fatherland Front Committee, the central mass organizations and the Central Organizing Committee issued guidance No. 31-HD/BTCTW, dated April 23, 2025 on the establishment of the Party organization corresponding to local administrative units and arranging the organizational structure of the Vietnam Fatherland Front, provincial and commune levels.
Implementing the Conclusion No. 160 -KL/TW, dated May 31, 2025 of the Politburo, the Standing Committee of the Central Committee of Vietnam Fatherland Front guiding additional contents to implement the boss of the Vietnam Fatherland Front's apparatus of socio -political organizations, mass associations assigned by the Party and State tasks (provincial and commune levels) as follows:
Regarding the issuance of documents to end the activities of the Vietnam Fatherland Front Committee at the provincial, district and commune levels:
Pursuant to the Resolution of the National Assembly on separation and merger of administrative boundaries; Vietnam Fatherland Front Law; Law on organization of local governments; Vietnam Fatherland Front Charter; Based on the practical situation, the authority to promulgate the document ending the operation of the Vietnam Fatherland Front Committee of the province, district and commune levels for localities to merge the administrative unit implemented as follows:
For provincial levels: Based on the Resolution of the National Assembly on the merger of provinces and cities, the Standing Committee of the Central Committee of Vietnam Fatherland Front will actively issue a decision to end the operation of the Vietnam Fatherland Front Committee of the provinces and cities in the merger (provincial level does not have to submit procedures to the Central Vietnam Fatherland Front Committee).
For district level: When the competent authority issues the decision to end the activities of the district level, the Standing Committee of the Vietnam Fatherland Front Committee of the province and city proactively issues the decision to end the activities of the Vietnam Fatherland Front Committee of the district.
For the commune level: Based on the decision of the competent authority, the decision to end the operation of the commune, ward and township, the Standing Committee of the Vietnam Fatherland Front Committee of the provincial level proactively issues the decision to end the operation of the Vietnam Fatherland Front Committee of the commune level under the arrangement and merger (the commune does not have to carry out the procedures to submit the dossier of the provincial level).
