This is the basic organizational system of the Party with the function of comprehensive leadership at each level and of the entire Party.
Thus, compared to the old regulations, the Party's organizational system is no longer at the district level.
The regulation mentions the pilot organization of commune and ward party committees under provincial and municipal Party committees as the party committee at the level directly above the grassroots party organization.
The provincial or municipal Party Committee deciding to organize a party in a special zone is the direct superior of the grassroots party organization or the grassroots party organization after receiving a written consensus from the Central Organizing Committee.
According to the new regulations, the Politburo decides to establish and decide on the functions, tasks, and organizational structure of the Party Committees: Central Party agencies; National Assembly; Government; Fatherland Front, and Central organizations under the Central Government.
The Central Organizing Committee assists the Politburo and the Secretariat in managing the activities, guiding the organization and staffing of specialized advisory and support agencies of Party committees under the Central Committee.
The Party Committees directly under the Central Committee include Party organizations in agencies, organizations, ministries, branches, units, and enterprises corresponding to their fields of work and political tasks, according to the decision of the Politburo.
The Party Committee directly under the Central Committee decides to establish affiliated Party organizations. Along with that, the National Assembly Party Committee Standing Committee decides to establish, decide on functions, tasks and directly lead and direct the activities of the Party organization in the National Assembly delegation (operating at National Assembly sessions).
At the provincial level, establish party committees of provincial and municipal party agencies and party committees of provincial and municipal People's Committees directly under provincial and municipal Party committees.
