The Steering Committee for the arrangement of administrative units at all levels and the development of a model for organizing local government at both levels issued Official Letter 68/CV-BCD (Officer's document 68) on the orientation for the arrangement and reorganization of public service units in localities when implementing the model of organizing local government at both levels.
According to Official Dispatch 68, the principles of arranging and reorganizing public service units are as follows:
Firstly, the rearrangement and reorganization of public service units in localities when implementing the model of organizing local government at 02 levels does not affect the quality and efficiency of the provision of public service in localities, especially basic and essential public service services, serving the needs of the people.
Second, for basic and essential public service services, with the task of serving the people, directly solving problems of the community, research and assign them to the commune level for management (such as: junior high schools, primary schools, public kindergartens, grassroots health care, grassroots culture, etc.).
Third, for public career services in the economic field and fields that need to focus resources, serve local socio-economic development, the study should be assigned to the provincial People's Committee or a specialized agency under the provincial People's Committee for management (such as: agriculture and environment, science and technology, other economic activities, etc.).
Fourth, for public service services with revenue and financial autonomy (such as project management, land fund development, site clearance), it can be assigned to the provincial level (with inter-commune facilities) or the commune level to organize the management and provision of these services to serve people and businesses.
Regarding the orientation of public non -business units in the locality, Official Letter No. 68 stated: For public non -business units in the field of education and health: In the immediate future, keeping the system of public non -business units in the local education and health sector, only arranging when it is really necessary and does not affect the activities to serve the essential needs of the people in the area.
Accordingly, the commune level is assigned to manage educational institutions (kindergarten to junior high school and currently boarding ethnic heads at the district level).
For the Medical Centers under the People's Committees at the district level, they will now be transferred to the Department of Health for management to organize the provision of services in inter-commune and ward areas.
Maintain commune health stations under the current health center or arrange health stations at the old commune level into 01 health station at the new commune level and have health stations in the old communes to serve the people.
In an interview with Lao Dong, Dr. Le Trung Kien (Ho Chi Minh National Academy of Politics) analyzed that the arrangement of the apparatus, merger of provinces, communes and non-district-level organizations is currently taking place very urgently in localities, closely following the progress milestones and times as required by competent authorities.
Through the instructions of the Central Steering Committee, localities can clearly understand the principles of arranging and reorganizing public service units when not organized at the district level. This is also a content that has received much attention from localities in the revolution of streamlining the apparatus.
