Instruction 05/HD-MTTW-BTT on continuing to reorganize, streamline and consolidate mass associations assigned by the Party and State at the provincial and commune levels issued by the Standing Committee of the Central Committee of the Vietnam Fatherland Front (VFF).
Accordingly, the finances and assets of mass organizations for the 2025-2030 term are guided as follows:
- Regarding finance, in 2025, for state budget sources: use budget sources according to estimates approved for Associations. From 2026: The Standing Committee of the Vietnam Fatherland Front Committee at the provincial and commune levels will preside over the gathering of projects to submit to competent authorities for approval and allocation for mass organizations at the same level to operate.
- For funds of mass organizations: implement according to the provisions of Decree 126/2024/ND/CP dated October 8, 2024 of the Government.
- Assets of associations when merging, consolidating or ceasing operations shall comply with the provisions of Decree 126/2024/ND/CP dated October 8, 2024 of the Government, relevant legal provisions and instructions of local authorities and financial institutions when implementing the arrangement and consolidation.
