On behalf of the Standing Committee of the Central Committee of the Vietnam Fatherland Front (VFF), Ms. Nguyen Thi Thu Ha - Member of the Party Central Committee, Vice President - General Secretary of the Central Committee of the Vietnam Fatherland Front signed and issued Instruction 05/HD-MTTW-BTT on continuing to reorganize, streamline and consolidate mass associations assigned by the Party and State at the provincial and commune levels.
According to the instructions, on the consolidation of mass associations assigned by the Party and the State:
Based on the practical situation, the Standing Committee of the Provincial Fatherland Front Committee advised the Standing Committees of provincial and municipal Party Committees to arrange and merge disguised organizations with similar functions, tasks, subjects, nature and content of activities. The arrangement and streamlining of the organizational apparatus must ensure close connection to the grassroots and local levels, taking care of the legitimate and legal rights and interests of the People and union members and association members.

The Standing Committee of the Vietnam Fatherland Front Committee at the provincial level shall preside over and report to the Standing Committees of the provincial and municipal Party Committees according to one of the following two options:
- Option 1: The Standing Committee of the Vietnam Fatherland Front Committee at the provincial level shall preside over and agree with the competent authorities (provincial Party Committees and related departments and branches) to proactively develop a plan to arrange and merge mass organizations with similar functions, tasks, subjects, nature and content of activities to submit to the Standing Committee of the province and city Party Committee for consideration and decision.
- Option 2: Currently, the Party Committee of the Fatherland Front, Central organizations, and the Standing Committee of the Central Committee of the Vietnam Fatherland Front are developing a Project to reorganize, streamline, and merge mass organizations assigned by the Party and State to submit to competent authorities for approval (to be completed before August 31, 2025). Accordingly, after August 31, 2025, provinces and cities can refer to the Central Project to develop a plan to merge mass associations accordingly.
