The Standing Committee of the Central Committee of the Vietnam Fatherland Front (VFF) has just issued Instruction 05/HD-MTTW-BTT on continuing to reorganize, streamline, and consolidate mass associations assigned by the Party and State at the provincial and commune levels.
The streamlining of the internal organization of each Association organization (applicable to all Associations at the provincial and commune levels that are merged and not merged) is guided as follows:
(1) The streamlining of the advisory apparatus helps the implementation of all mass organizations assigned by the Party and the State. In particular, for localities at the provincial and commune levels that are merged, the streamlining of the advisory department will help implement the work after the arrangement of associations according to new administrative units. The arrangement orientation is as follows:
- At the provincial level:
+ For the following organizations: Journalists Association, Lawyers Association, Red Cross Society, Writers Association, Union of Science and Technology, Union of Literature and Arts Associations, Union of Friendship Organizations, Cooperative Union, Lawyers Federation, arrange no more than 2 advisory and supporting departments (including: Professional Department and Office).
+ For other associations: arrange only the Association's General Advisory and Service Office.
- At the commune level: arranged according to the direction of the Standing Committee of the commune-level Party Committee.
(2) For those working in Association organizations:
- In 2025, the working staff of the Association organizations can be used in their original state.
- From 2026 onwards, based on the practical situation of the locality, the Standing Committee of the Vietnam Fatherland Front Committee at the provincial and commune levels will act as a synthesis unit, proposing to the competent authority to consider and decide on the number of people working in associations, but must reduce at least 20%; in the following years, implement according to the direction of the competent authority.
