Today, in the thousand-year-old and heroic capital Hanoi, the Executive Committee of the Vietnam General Confederation of Labor solemnly organizes the 14th Vietnam Trade Union Congress - a particularly meaningful event, marking a new step in the development of the working class and the Vietnam Trade Union organization.
The Congress respectfully thanked General Secretary, President To Lam and leaders and former leaders of the Party, State, Vietnam Fatherland Front, and distinguished delegates who attended, directed, and congratulated the Congress. Enthusiastically welcomed 780 official delegates representing the will and aspirations of more than 10 million union members and workers nationwide to attend the Congress.
In this sacred moment, we respectfully remember and express our infinite gratitude to President Ho Chi Minh, the genius leader of the Party and our People, the great teacher of the Vietnamese working class, who has always given special affection and attention to the Trade Union organization and the working class of our country.
The Congress expressed deep gratitude to previous generations of revolutionaries, heroic martyrs, cadres, and trade union members who have contributed, worked, fought, and sacrificed for the independence and freedom of the Fatherland, for peace and sustainable development of the country, and for the happiness of the people.

Dear General Congress,
In the period 2023–2026, the world and domestic situation diễn biến quickly and complicatedly, containing many unfavorable factors for jobs, workers' lives and Trade Union activities, promoting tradition, under the leadership of the Party, unified consultation of the Fatherland Front, the Vietnam Trade Union has overcome all difficulties, proactively adapted, and achieved some important and comprehensive results in all fields.
The role of representing, caring for, and protecting the legitimate and lawful rights and interests of union members and workers continues to be affirmed, with new imprints. Actively and proactively participating in building policies, laws, regulations, and rules directly related to workers and trade union activities. Information, propaganda, contact, and dialogue activities in policy and law making are concerned and promoted effectively. Promoting grassroots democracy, focusing on dialogue and collective bargaining to improve union member welfare and improve working conditions for workers. The number, coverage rate and quality of collective labor agreements continue to be improved, reaching nearly 81% of the total number of enterprises that have established grassroots trade unions (an increase of 8.3% compared to the beginning of the term). Welfare care programs are widely implemented, continuing to innovate methods and ways of working, and building many new models. In more than two years, the entire system has spent more than 27.2 trillion VND on caring for workers.
Activities of dissemination, legal advice, legal support and ensuring occupational safety and health continue to be emphasized. Trade unions actively grasp and participate in promptly and effectively resolving labor disputes and collective work stoppages, contributing to stabilizing labor relations.
Propaganda, education, mobilization of union members and workers and communication about the Trade Union organization have been innovated in content and form, strongly applying digital transformation, contributing to improving political bravery, class awareness, civic responsibility, working style, and consolidating the trust of union members and workers in the Party, State and Trade Union organization.
Patriotic emulation movements spread strongly, arousing the desire to contribute, promoting the creative potential of workers with more than 380,000 initiatives, applied in practice, with a total benefit value of more than 40 trillion VND, directly contributing to the development of businesses and the country.
The work of developing union members, streamlining the organizational structure, and building strong trade union organizations is focused on implementation. In the context of many difficulties, but with the efforts of trade union levels, from the beginning of 2024 to May 2026, the whole country developed over 2.2 million new union members, and established more than 15,000 new grassroots trade unions and unions. The work of building strong trade union organizations is increasingly becoming more substantive.
The entire system focuses on implementing the task of streamlining the organizational structure of trade unions at all levels associated with streamlining staff according to the direction of the Central Government, in accordance with the new organizational model of the political system. Through arrangement, the organizational structure of trade unions has been streamlined, reducing a large number of full-time trade union officials; initially operating to meet the requirements according to the new model, focusing on removing arising difficulties and inadequacies, and continuously maintaining the operation of the entire system.
Trade union levels actively participate in building a modern and strong working class; building a clean and strong Party, State, and political system. Deploying many solutions to improve the quantity and quality of workers; advising and developing a Project, proposing the Secretariat to issue a Directive on "Strengthening the Party's leadership in propaganda, political, ideological, and legal education for workers in the new situation". Trade union levels actively coordinate social supervision and criticism, participate in contributing opinions to build a clean and strong Party and government. Discover, nurture, and introduce nearly 100,000 outstanding union members for Party admission.
Women's work continues to innovate, contributing to promoting gender equality, building prosperous, progressive, happy, and civilized families. Foreign affairs and international integration are promoted, the position of the Vietnam Trade Union is enhanced, contributing to the common achievements of people's foreign affairs. Financial and asset management is increasingly tight and effective, contributing to building resources to effectively serve the tasks of the Trade Union organization. Inspection and supervision work are emphasized, gradually improving effectiveness and efficiency. Trade union operating methods continue to be innovated, promoting democracy, strengthening decentralization and delegation of power associated with promoting the role and responsibility of the head; flexible and creative in directing and organizing activities, meeting the requirements of the new situation, contributing to building a strong Trade Union organization.
The results achieved in the past two and a half years by the Vietnam Trade Union and workers nationwide have made important contributions to the common achievements of the country, contributing to strengthening the strength of the political system, further embellishing the glorious tradition of the Trade Union organization and the working class. That is the overall result of many factors, the close leadership and direction of the Party; the close coordination of the State, authorities at all levels, the Vietnam Fatherland Front, socio-political organizations; the companionship of employers and above all the spirit of proactiveness, effort, perseverance, persistence, and constant innovation of the team of trade union officials, union members, and workers nationwide.
Happy and excited about the achieved results, but each delegate of the Congress could not help but ponder and worry because there are still limitations and weaknesses that need to be overcome soon. These are: The grasp of the thoughts and aspirations of workers and the situation of labor relations is still not timely and incomplete; the representation, care, and protection of workers' rights are sometimes, in some places, slow, vacant, and ineffective. The work of propaganda and political, ideological, and legal education for union members and workers has not kept up with practical requirements. In particular, there are still workers who violate the law. The development of union members and the establishment of grassroots trade unions has not achieved the set targets; full-time trade union officials are lacking, a part is weak, and has not met the requirements; the organizational model of the apparatus and the operation of the apparatus after arrangement are still inadequate, affecting the quality and efficiency of operations. The direction and organization of the implementation of the Resolution of the 13th Vietnam Trade Union Congress in some contents and fields is still slow, and
The draft Report of the Executive Committee of the 13th Vietnam General Confederation of Labor submitted to the Congress seriously acknowledges and deeply analyzes the causes of limitations and weaknesses, and at the same time draws 5 lessons learned to continue to promote results, strengths, and overcome limitations and weaknesses in the next term.

Dear General Congress,
The world is changing very rapidly, unpredictable. Workers are becoming vulnerable subjects in today's volatile world. Domestically, our Party and State have issued many new guidelines and policies of strategic significance, innovating national governance, realizing national aspirations, including many guidelines and policies related to workers and trade union organizations.
That context requires trade union levels to continue to innovate direction thinking, content, and methods of operation on the basis of ensuring the comprehensive and absolute leadership of the Party, arousing and strongly promoting the creativity and spirit of dedication of union members and workers participating in national development, celebrating the 100th anniversary of the establishment of the Vietnam Trade Union, and successfully implementing 2 strategic goals on the occasion of the 100th anniversary of the Party's establishment and the 100th anniversary of the founding of the State.
With that spirit, the draft Report identifies the general objectives for the 2026 - 2031 term as: Focusing on developing union members, perfecting the organizational model, improving operational efficiency; effectively performing the role of representing, caring for, and protecting the legitimate and lawful rights and interests of union members and workers; promoting the implementation of democracy at the workplace; propagating and mobilizing workers to innovate and create, pioneer in applying science and technology, building new production forces, improving labor productivity, contributing to building a peaceful, independent, democratic, prosperous, civilized, and happy country.
Along with that, the draft Report identifies 10 groups of striving targets, 5 groups of key tasks and solutions including:
1. Improve the effectiveness of representing, caring for, and protecting the legitimate and lawful rights and interests of union members and workers
This is identified as a key, basic, and top priority task in both direction and resource allocation. Accordingly, it is necessary to continue to invest in improving the quality of participation in policy and law development; promote dialogue and collective bargaining, towards covering collective labor agreements where there are trade union organizations; form a team of trade union lawyers, invest in legal advice, protect the rights of workers and collective workers when there are cases; firmly grasp the situation of labor relations, prevent and effectively resolve labor disputes, collective work stoppages, illegal strikes; promote the role of the Trade Union in the National Wage Council.
Build and implement stable and long-term welfare programs to care for union members and workers, especially those in difficult circumstances, suffering from dangerous diseases, occupational diseases, labor accidents, and people with achievements in production labor; research and implement feasible solutions to care for practical benefits for informal sector workers. Innovate methods of mobilizing resources to implement welfare care in a diverse, flexible, sustainable, and proactive direction. Deploy occupational safety and health work in the direction of preventing and controlling risks, promoting building a safe culture at workplaces. Promote care and protection for female workers, promote gender equality; accompany female union members to build warm, happy, progressive, civilized families, prevent domestic violence; organize activities to care for children of union members and workers.
2. Promote the role of trade unions at all levels in participating in state management, socio-economic management; participate in inspection, examination, and supervision according to the provisions of the Trade Union Law.
Continue to promote coordination in participating in inspection, examination, and supervision of the activities of state agencies, organizations, units, and enterprises on issues related to the rights and obligations of workers. Promote participation in opinions and social criticism of draft documents of the Party, legal normative documents, plans, programs, projects, and schemes of state agencies directly related to the rights and interests of trade union members and workers.
Innovate the content and methods, improve the quality of implementing democracy at the workplace to ensure substance. Research and propose models for implementing democracy at the workplace in places where there is no Trade Union organization.
Deeply deploying patriotic emulation movements and campaigns, promoting workers to strive to study, research, innovate, and strongly apply science and technology to production and work, contributing to creating breakthroughs in improving labor productivity and achieving double-digit growth goals. Launching the emulation movement "Good Labor, High Productivity, Good Income" associated with the campaign "3 savings" with the motto "Good Labor" as the foundation, "High Productivity" as the requirement, "Good Income" as the result to be aimed for. "3 savings" is the content of a new management method to increase value and enhance the competitiveness of the economy.
3. Propagate, educate, and mobilize union members and workers to study, improve their qualifications and professional skills, and comply with the law, build and protect the Fatherland.
Continue to strongly innovate the content and methods of propaganda, education, and mobilization in a proactive, timely, persuasive and effective direction. Promote two-way interaction, putting workers at the center; strongly apply digital technology, artificial intelligence, and social networks in propaganda, education and mobilization. Promote studying and following Ho Chi Minh's ideology, ethics, and style among workers. Firmly grasp, accurately forecast, and promptly orient, properly and effectively handle ideological and public opinion issues of union members and workers. Strengthen the protection of the traditions, achievements, and image of the Vietnam Trade Union, resolutely and promptly fight against wrong, hostile, and political opportunistic views; prevent and repel degradation in ideology, politics, ethics, and lifestyle, and manifestations of "self-evolution" and "self-transformation". Build a system of press, publishing, and media channels of the Trade Union organization that are strong, professional, humane, and modern, serving the political tasks of the trade union organization better and better. Participate in building a learning society, a lifelong learning movement, and mobilize union members and workers to study, improve their qualifications, professional skills, life skills, working style, adaptability, and mastery of technology.
4. Build a strong trade union organization, participate in building the Party and the political system, and expand international cooperation on trade unions
Focus resources on developing union members, establishing grassroots trade unions; propose solutions to gather cadres, civil servants, public employees, and workers in places without trade union organizations. Innovate and improve the quality of operations; apply digital transformation in union member management and all trade union activities. Research and implement solutions to attract workers' organizations at enterprises to join trade unions.
Continue to improve the organizational model of trade unions at all levels to ensure smooth, synchronous, and effective operation. Research and arrange the internal and grassroots organizational structure in an open, flexible, and dynamic direction. Implement solutions to build and improve the quality of trade union officials at all levels, especially full-time officials and grassroots trade union presidents. Promote the role of the Trade Union organization in building a modern and strong working class; participate in building the Party and the political system.
Building sustainable and healthy trade union finance, creating strong enough resources to perform the tasks of the Trade Union organization in the new context. Directing the arrangement, consolidation, and strong innovation of non-business units and enterprises directly under the General Confederation.
Strengthen inspection and supervision work; select appropriate, focused, and key inspection and supervision contents; ensure principles and procedures, and enhance the responsibility of the inspection team and the implementation of inspection conclusions.
Expand international cooperation on trade unions, enhance the position and prestige of the Vietnam Trade Union in the new context. Select, manage and effectively use the support resources of international partners to serve trade union activities.
5. Innovate operating methods, improve the effectiveness of directing work at trade union levels
Innovating thinking, approaches and methods of implementing trade union activities in a socialist-oriented market economy. Paying attention to summarizing practice, investing in theoretical research. Promoting administrative procedure reform; establishing modern and friendly working processes for employees and grassroots levels; promoting innovation and technology application, digital transformation in management, administration and trade union activities. Strengthening urging, inspection, and supervision; commendation - strict discipline. Thoroughly grasping and effectively implementing the motto: Meeting less, act more; fewer slogans, more results; fewer procedures and greater employee satisfaction. Upper-level trade unions serve lower-level trade unions, grassroots trade unions serve union members and employees.
To implement the above goals, targets, tasks, and solutions, the Executive Committee of the 13th Vietnam General Confederation of Labor plans to deploy 1 new emulation movement, 2 breakthroughs, 3 programs, and 4 projects that have been presented in detail in the Draft Political Report submitted to the Congress and a specific report to the Congress in the session on June 3, I would like to not present it again.

Towards the 14th Vietnam Trade Union Congress, for many months, union members and workers across the country have enthusiastically enjoyed emulation movements, achieving many achievements to celebrate the Congress; contributing many heartfelt opinions to build and complete documents to submit to the Congress. In particular, the Congress has received the attention, direction, and valuable contributions from Party and State leaders, the Vietnam Fatherland Front; former leaders of the General Confederation, thereby contributing to clarifying theoretical and practical issues on building and developing the Trade Union organization, meeting the requirements and tasks in the new era.
Faced with the new development requirements of the country, the Vietnam Trade Union clearly recognizes its sacred mission and responsibility. That is, the Trade Union must be strong to be a solid socio-political basis for the Party's rule and leadership capacity; The Trade Union must be attractive to gather, unite, and educate a large number of union members and workers; The Trade Union must be close and operate effectively to meet the requirements of representing, caring for, and protecting the legitimate and lawful rights and interests of workers; The Trade Union must be pioneering and creative to accompany and improve labor productivity, the competitiveness of the economy and implement national strategic goals; The Trade Union must strongly innovate to coordinate with employers to care for and support workers in terms of employment, income and improve living standards, build harmonious, stable, and progressive labor relations.
Dear Congress,
In these days, tens of millions of union members and workers across the country are looking forward to the Congress, placing their full trust in the delegates attending the Congress, placing great expectations on wise decisions from the Congress. I propose that each delegate attending the Congress focus their intelligence with all their feelings and enthusiasm, work with the highest sense of responsibility, best implement the content and program of the Congress; contribute many profound opinions to the documents of the Congress, amend and supplement the Charter of the Vietnam General Confederation of Labour to meet the requirements and tasks in the new period. At the same time, elect correctly and fully the Executive Committee of the 14th Vietnam General Confederation of Labour, contributing to the overall success of the Congress.
