Ms. Thai Thu Xuong assessed that in the period 2023-2026, the implementation of the Resolution of the 13th Vietnam Trade Union Congress takes place in the context of the world, regional and domestic situation having many complex fluctuations.
Besides the opportunities and advantages, trade union levels must face many difficulties and challenges when natural disasters, epidemics and economic fluctuations deeply affect production and business activities, economic growth as well as the lives of people and workers.
Faced with that situation, the Executive Committee, the Presidium and the Standing Presidium of the Vietnam General Confederation of Labor have focused on leading and directing the concretization and implementation of the Resolution of the 13th Vietnam Trade Union Congress with high political determination, drastic and synchronous actions.
Promoting the strength of the contingent of trade union officials, union members and workers nationwide; closely following the Party's guidelines and policies, the State's policies and laws; and strengthening coordination with agencies, units and the business community, the Trade Union organization has achieved many positive and comprehensive results in all aspects of work.
The Executive Committee and the Presidium always closely follow the Party's viewpoints and guidelines, the State's policies and laws, concretize many important contents of the Resolution of the 13th Vietnam Trade Union Congress, develop the full-term working program and promptly supplement it in accordance with the actual situation, and propose correct and appropriate policies, innovating the content and methods of operation.
The Executive Committee and the Presidium have actively coordinated and participated in the process of building and perfecting institutions; advising on the implementation of streamlining the organizational structure, building a strong Trade Union organization; effectively performing the task of representing, caring for, and protecting the legitimate and lawful rights and interests of union members and workers; propagating, educating, and mobilizing union members and workers to actively respond to patriotic emulation movements, and improve labor productivity...
However, the leadership and direction of the Executive Committee and the Presidium still have some limitations: The leadership, direction, and specific implementation of the Resolution of the 13th Vietnam Trade Union Congress are still slow in content. The results of some targets have not been achieved.
Innovation in leadership and direction methods has not had many changes. Digital transformation in trade union activities, although concerned, has not met the requirements; the work of directing theoretical research and summarizing practice is sometimes not proactive, and there are still limitations...
The Standing Vice President of the Vietnam General Confederation of Labor assessed that through leadership and direction in the past time, some lessons have been learned:
Strictly implement the Working Regulations, the principle of democratic centralism; maintain discipline and order, strengthen solidarity and unity in the Executive Committee, Presidium, and Standing Presidium on the basis of Party regulations, State laws, and regulations of the Trade Union Charter.
Leadership must be comprehensive, but with focus and key points. In direction, it must be drastic, persistent, creative, always monitor and closely follow the actual situation; improve the ability to forecast and detect new developments, major and important issues arising to promptly propose policies, tasks, and appropriate solutions.
Pay attention to doing well in personnel work. Promote democracy, uphold the spirit of responsibility, pioneering and exemplary nature of each member of the Executive Committee, Presidium, especially heads of trade union levels.
In leadership, direction, and administration, there must be high political determination, drastic, dynamic, creative, self-reliant, and self-strengthening actions, promptly removing bottlenecks, and resolutely fighting against the "disease of achievement and formalism".
Promoting administrative reform, innovation, creativity, and promoting the application of science and technology and digital transformation is a breakthrough solution to implement trade union tasks, meeting the requirements in the new context.
Therefore, Ms. Thai Thu Xuong suggested that there should be specific remedial directions.
That is to focus on leading and directing the concretization and effective implementation of the goals and tasks of the Resolution of the 14th Vietnam Trade Union Congress, the Resolution of the 14th Party Congress. Leading and directing the strict implementation of the Working Regulations, regularly and seriously implementing self-criticism and criticism.
Maintain solidarity, democracy, and unity; improve the leadership and direction capacity of the Executive Committee of the Presidium of the General Confederation of Labour. Promote the role and responsibility of the head; actively promote the achieved results, overcome and soon rectify the limitations of collectives and individuals of each member of the Executive Committee and Presidium.
Focus on leading the good implementation of trade union work, focusing on the task of representing and protecting the legitimate and lawful rights and interests of union members and workers; perfecting the organizational model, improving the quality of life; promoting the pioneering and exemplary role, and arousing the spirit of innovation and creativity of union members and workers.
Continue to innovate the content and methods of trade union activities, proactively, flexibly, and promptly adapt to the actual situation. Promote administrative reform; promote innovation, creativity and digital transformation in trade union activities.
Periodically, regularly review, adjust, and supplement current regulations to ensure compliance with the Party's guidelines and resolutions, policies and laws of the State, meeting the requirements of practice in a practical, concise, easy-to-remember, easy-to-do, easy-to-implement, easy-to-assess direction. Strengthen inspection, supervision, commendation - strict discipline.
The Executive Committee of the 13th General Confederation of Labour wishes the Executive Committee of the 14th General Confederation of Labour to continue to promote the spirit of solidarity, sense of responsibility, focus on proposing measures and solutions to promote strengths, overcome limitations and shortcomings to continue to lead and comprehensively and synchronously promote all aspects of trade union activities, striving to complete the goals and targets set out by the Resolution of the 14th Vietnam Trade Union Congress.
