On August 18, leaders of the Khanh Hoa Provincial Labor Federation (LĐLĐ) said that the unit had just decided to establish 4 working groups to survey, establish commune trade unions, propagate and mobilize union member development, and establish grassroots trade unions.
Delegations led by the Standing Committee of the Provincial Labor Federation will coordinate with ward trade unions, commune authorities and related units to review the operating situation of enterprises, the number of employees, labor relations and the possibility of establishing grassroots trade unions.
In which, the working delegation led by Mr. Bui Hoai Nam - Chairman of the Khanh Hoa Provincial Labor Federation will survey the establishment of the Commune Trade Union; propagate and mobilize the development of union members, establish grassroots trade unions of foreign-invested enterprises with 100 or more workers.
The remaining working groups will base on the list of enterprises with 20 or more employees to organize surveys and work directly with employers and employees in the province.
Thereby, identifying businesses that meet the conditions and are capable of establishing grassroots trade unions to develop appropriate propaganda and mobilization plans.
One of the key tasks is to directly propagate and mobilize workers to join the Trade Union organization.
At the same time, mobilize businesses to coordinate in establishing grassroots trade unions. After the survey, the working groups will summarize and evaluate the results, report difficulties and obstacles, and propose solutions for each business and each area.
The survey is also associated with monitoring and urging the process of establishing grassroots trade unions and developing union members after mobilization, avoiding the situation of surveying but not continuing to support businesses and workers.
Previously, the Standing Committee of the Khanh Hoa Provincial Labor Federation had developed a plan to promote the development of union members and establish grassroots trade unions in non-state-owned enterprises in the last 6 months of 2026, focusing on foreign-invested enterprises (FDI).
According to the plan, in the last 6 months of the year, Khanh Hoa Trade Union strives to develop an increase of 10,000 union members and establish 50-70 new grassroots trade unions.
At least 85% of enterprises with 20 or more employees were surveyed, propagated, and mobilized to establish grassroots trade unions.
Along with that, the Provincial Trade Union sets a target of having 90% or more of employees at enterprises that meet the conditions to participate in the Trade Union.
For the FDI sector, Khanh Hoa Trade Union will survey and compile a list of 100% of FDI enterprises that do not have a Trade Union organization; strive to establish grassroots trade unions in 100% of FDI enterprises that meet the conditions and develop at least 500 union members in this group of enterprises.
To complete the targets for 2026, Khanh Hoa Trade Union levels will synchronously implement solutions according to the motto "review to what extent, mobilize to that extent".
The focus is on enterprises that meet the conditions, have a large number of workers, FDI enterprises and enterprises operating in industrial parks and economic zones.
According to Mr. Bui Hoai Nam - Chairman of the Khanh Hoa Provincial Labor Federation, the implementation right from the beginning of the period is expected to create a clear change in the work of developing union members and establishing grassroots trade unions, thereby strengthening the presence of trade union organizations in the non-state business sector.
