On August 18, information from the People's Committee of Khanh Hoa province said that the locality has just issued a plan to organize people's opinions on the establishment of Cam Lam and Ninh Phuoc wards.
The opinion collection is carried out according to Decree 321/2025/ND-CP of the Government, to ensure publicity, democracy and compliance with regulations.
According to the plan, the scope of opinion collection is households in Cam Lam and Ninh Phuoc communes, implemented by village. People will be issued forms to give opinions on the establishment of corresponding wards based on the status quo of each commune.
The Provincial People's Committee requests local authorities to provide complete and timely information on the necessity of establishing 2 wards, thereby creating consensus among officials, party members and people.
Propaganda work is carried out in many forms such as a broadcasting system, mobile propaganda vehicles, banners, posters, news articles and local online information channels.
Cam Lam Commune People's Committee and Ninh Phuoc Commune People's Committee are responsible for reviewing the number of households, establishing groups to collect opinions, guiding professional skills for members of groups and organizing the distribution of ballots to each household. The collection of opinions must ensure convenience, transparency, and suitability with the population characteristics of each area.
Documents for collecting opinions include the draft Project on establishing wards; a summary of the project, in which the establishment plan, new name, evaluation of standards and conditions for establishing wards are stated; and documents on policies and orientations of the Party and State.
These documents are posted on the province's electronic information portal, the commune's electronic information page, and posted at the commune People's Committee headquarters and community activity points.
According to Decree 321/2025/ND-CP, the establishment of commune-level administrative units must take opinions from the people at the directly affected commune-level administrative units. Achieving 50% or more of the total number of households in favor is the basis for continuing to complete the project and submit it to the People's Councils at all levels for consideration and comments.
Cam Lam Commune People's Committee and Ninh Phuoc Commune People's Committee must summarize the results of the opinion collection and report to the Commune People's Council and the Provincial People's Committee no later than August 24. The Department of Home Affairs is responsible for summarizing the results of the 2 localities, advising the Provincial People's Committee to complete the project to submit to the Provincial People's Council for comments, expected to be completed before August 30.
