Khanh Hoa Provincial People's Committee has just issued a document directing the implementation of Decision No. 700/QD-TTg dated April 20, 2026 of the Prime Minister on the Project to strengthen the training of cadres and civil servants in communes, wards, and special zones in the period 2026 - 2031.
Accordingly, the Chairman of the Provincial People's Committee assigned the Department of Home Affairs to urgently study and advise on the implementation of tasks under the authority of the locality.
At the same time, review and assess the current situation of the contingent of commune-level cadres and civil servants to develop a training plan suitable to practical requirements.
The training and fostering plan for the period 2026 - 2031 may be integrated with the training and fostering program for cadres, civil servants, and public employees throughout the province to ensure uniformity in implementation.
The Provincial People's Committee requires that the content of training must closely follow the actual needs of communes, wards, and special zones; pay attention to improving the skills of performing official duties, handling situations, advising and performing tasks for grassroots cadres.
According to the direction, the Department of Home Affairs must report to the Provincial People's Committee the implementation plan in May 2026 and periodically report annually on the results of the Project to the Ministry of Home Affairs before November 30.
In addition, departments, boards, and branches of the province are assigned to proactively coordinate with central ministries and branches and the Department of Home Affairs to organize training classes and professional development for commune-level officials and civil servants.
Chairmen of People's Committees of communes, wards, and special zones are also required to proactively review the contingent of officials and develop training plans suitable to local requirements.
In addition, monitor and evaluate the quality of officials after training to improve the effectiveness of public service performance.
The implementation of the Project is expected to contribute to improving the quality of grassroots cadres, meeting the requirements of operating the 2-level local government model in the new period.
