To discuss the working class is to discuss the role of the trade union organization.
Associate Professor, Dr. Duong Van Sao - former member of the Presidium of the Vietnam General Confederation of Labor, former Principal of the Trade Union University affirmed that when discussing the working class, we must discuss the role of the Trade Union organization.
The Vietnam Trade Union is a political and social organization with the role of propaganda and education; representing and participating in management; representing and protecting the legitimate and legal rights of workers. Therefore, Associate Professor, Dr. Duong Van Sao emphasized that no organization can replace the Vietnam Trade Union for the working class.
Therefore, Associate Professor, Dr. Duong Van Sao suggested that it is necessary to pay attention to and consolidate the position of the Trade Union organization. In particular, there must be regular and continuous attention from the Party to the Trade Union organization. In addition, mechanisms and policies for building the working class must be institutionalized and implemented synchronously. In particular, it is necessary to have a strong Trade Union organization with a team of qualified Trade Union officials, meeting practical requirements.
Need to review, supplement and promulgate mechanisms and policies
In order for the Trade Union to promote its role in organizing and implementing Resolution No. 20 of the 10th Party Central Committee on continuing to build the working class in the period of promoting industrialization and modernization of the country, Associate Professor, Dr. Duong Van Sao made a number of recommendations to the Party.
In particular, the Communist Party of Vietnam needs to review, supplement, and promulgate mechanisms and policies to create conditions for Vietnam Trade Unions and workers to actively and proactively participate in Party building.
The Party needs to continue to focus on building a truly democratic and open atmosphere so that workers, civil servants, and trade unions at all levels can speak frankly and honestly for the purpose of Party building, contributing to creating a healthy, democratic, and disciplined atmosphere in society.
To create a position for the Trade Union to operate, the Party Central Committee needs to strictly implement the regulations on Trade Union representatives in places where many workers participate in the standing committee structure. On that basis, guide and direct Party committees at all levels to develop standards for trade union cadres, especially standards for trade union presidents, so that leaders can select cadres who meet the standards for the right positions in the Trade Union.
The work of developing union members and building strong trade union organizations, especially in the non-state sector, plays an important and decisive role in building the working class, trade union organizations, building a clean and strong Party, State and political system, to promote the strength of great national unity, boost economic development, maintain political security and social order and safety.
Therefore, there needs to be regular direction from Party committees at all levels, support and facilitation from authorities at all levels. The Politburo needs to issue directives for Party committees at all levels to regularly inspect and urge the implementation of directives on developing union members and building strong trade union organizations in all economic sectors, especially in non-state economic sectors.
Trade union cadres play an important role in determining the quality and effectiveness of trade union activities and in building a strong working class. The Party needs to pay special attention to planning, training, fostering, using and providing timely and adequate material and spiritual incentives to trade union cadres who are capable, brave and enthusiastic in trade union work.
At the same time, there is a mechanism to create conditions for the union to be proactive in personnel work, so that the union can select experienced, prestigious and capable cadres to create a strong driving force to attract, motivate and encourage union cadres to practice, study, work, contributing to building the working class and a strong union organization...
The Party needs to pay more attention to leadership, creating conditions for trade unions to promote the intelligence of the majority of workers and civil servants in effectively participating in issues related to the rights and interests of workers, focusing on leadership to create conditions for trade unions to promote social activities, in order to create a connection between workers and trade unions and society.
The Party needs to lead the Trade Union, sectors and levels to increase investment in research, have a mechanism to coordinate research on the working class and Trade Unions to have a scientific and practical basis to propose positive and effective policies and solutions to promote development, improve the quality of Party members and grassroots Party organizations in the non-State sector; have appropriate and effective content and methods of operation so that the Party can grasp the situation of workers and laborers and lead the building of this team to continuously grow...
