Pursuant to Circular No. 06/2024/TT-BNV dated June 28, 2024 of the Ministry of Home Affairs (Circular 06) on amending and supplementing a number of articles of Circular No. 12/2022/TT-BNV dated December 31, 2022 of the Minister of Home Affairs guiding on positions of civil servants in leadership and management; shared professional skills; support and service in administrative agencies and organizations and positions of shared professional professional titles; support and service in public service units.
From August 20, 2024, medical staff at public schools in the "support and service" category will be transferred to the "shared professional" job position group. However, currently, all medical staff at public schools (from kindergarten to junior high school) in Ninh Binh city have not been transferred to the "shared professional" job position group but are still classified in the "support and service" group. This has significantly affected the rights of medical staff at schools.
Ms. Nguyen Thi Thanh Ha - a medical officer - at Ninh Nhat Primary School (Ninh Binh city) said, we are very happy and excited that Circular 06 of the Ministry of Home Affairs has amended and supplemented a number of regulations on job positions of medical staff at public schools.
School health care is a task related to the lives and health of students and teachers in the school, so it requires professional qualifications in the health sector, in addition to the qualifications to meet the conditions for consideration/examination for civil servant recruitment.
"We have to constantly study to improve our professional qualifications to keep up with the new situation.We have self-funded to attend classes to convert the 2nd intermediate diploma of general practitioner, attend college and university classes in health majors, and classes to improve capacity and professional titles.However, currently, 100% of medical staff at public schools in Ninh Binh city have not been assigned to the "shared professional" group but are still assigned to the "support and service" group according to the old regulations." This is extremely disadvantageous for us" - Ms. Ha shared.Talking to the reporter of Lao Dong Newspaper, Mr. Nguyen Minh Duc, representative of the Department of Internal Affairs - Ninh Binh City People's Committee, also admitted that currently 100% of medical staff at public schools (from kindergarten to junior high school) in Ninh Binh City are still classified in the "support and service" group and have not been transferred to the "shared professional" job position group according to Circular 06 of the Ministry of Internal Affairs.
According to Mr. Duc, the reason for the delay in converting and arranging jobs for school health officials in Ninh Binh city is that Ninh Binh province is implementing the merger of Ninh Binh city and Hoa Lu district into Hoa Lu city. The merger will be completed in 2024. Therefore, the Ninh Binh city People's Committee has not yet developed a project to arrange jobs according to the new regulations.
"After completing the merger, we will advise the City People's Committee to develop a project to arrange job positions according to new regulations and will put medical staff at public schools into the group of "shared professional" job positions according to Circular 06," said Mr. Duc.
