On the afternoon of November 22, the National Assembly discussed in groups the draft Law amending and supplementing a number of articles of the Law on Technical Standards and Regulations; the draft Law amending and supplementing a number of articles of the Law on Supervisory Activities of the National Assembly and People's Councils.
Participating in giving comments, delegate Nguyen Thi Thu Nguyet (Dak Lak delegation) said that in the process of implementing supervision, the current Law on Supervision of the National Assembly and People's Councils has encountered practical difficulties, with some regulations still unclear and not specific.
According to the female delegate, the principles of supervision must ensure objectivity, publicity, transparency, improve the effectiveness of State management, build and enforce laws, and decide on important issues of the country and locality.
Commenting on the review of reports as prescribed by current law, according to delegate Nguyen Thi Thu Nguyet, this draft law amends and supplements to allow the People's Council to review reports on the enforcement of civil judgments. This is a provision that is quite suitable for practice.
Because when enforcing the law, it is necessary to be public and transparent so that the people and voters know what the civil enforcement agency is enforcing.
However, it is necessary to add the content that People's Council delegates have the right to question the Head and the enforcement agency at the same level. Although in this draft, the Drafting Committee did not propose to amend this content.
“When amending the permission for the People's Council to review reports on civil judgment enforcement, it is also necessary to allow People's Council delegates to question the Head and the civil judgment enforcement agency. Because reviewing is a supervisory activity, so is questioning,” said delegate Nguyen Thi Thu Nguyet.
Participating in the discussion, delegate Lo Viet Phuong (Son La delegation) proposed considering adding the monitoring activities of citizen reception in the draft Law amending and supplementing a number of articles of the Law on Monitoring Activities of the National Assembly and People's Councils.
According to the Son La delegation, adding the above issue will help reduce voters' recommendations to the Central level.
Meanwhile, delegate Cha A Cua (Son La Delegation) said that the draft law has resolved some unclear issues in the implementation process of local People's Councils in questioning activities at meetings.
At the same time, specify some activities of the Standing Committee of the People's Council in the process of supervision.
This delegate suggested considering specific regulations on the monitoring activities of the People's Council Delegation. Local practice shows that the monitoring activities of the People's Council Delegation have contributed positively to the results of the People's Council's activities. The specific provisions in the draft law aim to clearly define the position of the People's Council Delegation in performing its tasks.
