Proposal for independent audit for grassroots trade unions with a large number of workers and union members
Mr. Huynh Thanh Xuan - Vice President of the Vietnam General Confederation of Labor (VGCL) said the above at the Conference to summarize 10 years of implementing Resolution 06b/NQ-TLD dated August 3, 2015 of the Executive Committee of the Vietnam General Confederation of Labor, term XI, and 5 years of implementing Conclusion No. 01/KL-BCH dated March 15, 2021 of the Executive Committee of the Vietnam General Confederation of Labor, term XII, on improving the quality and efficiency of the activities of the Trade Union Inspection Committee, held in Hanoi, on March 31.
According to Mr. Huynh Thanh Xuan, Resolution 06B and concluded that 01 has created a positive change in awareness for the inspection and supervision activities of trade unions; The implementation of solutions to strengthen the leadership and direction of the Executive Committee, the Standing Committee of the Trade Union at all levels for the operation of the Trade Union Inspection Committee to achieve certain efficiency, formulate and organize the implementation of the Regulation on operation, programs and working plans of the Trade Union Inspection Committee is guaranteed. The quality and efficiency of the Trade Union Inspection Committee continues to be improved and comes into essence. Annually, the Executive Committee, Standing Committee, Trade Union Inspection Committee at all levels develop and promulgate working programs, specific inspection and supervision plans, close to the practice and direction of the superior trade union.
From 2021 to 2025, trade unions at all levels have conducted: Inspection of compliance with the Trade Union Charter for nearly 360,000 sessions; supervision of 127,000 sessions; inspection of management and use of trade union finance, assets and economic activities for 399,000 sessions, and recommendations for recovery of over VND 780 billion.
Through inspection and supervision, it is shown that the effectiveness of promoting trade unions at all levels to comply with the Trade Union Charter, the management and use of trade union finances in accordance with regulations; making recommendations and proposals to overcome, contributing to improving the quality of management, revenue and expenditure of finance and assets; enhancing the effectiveness of trade union economic activities; preventing negativity, preventing and combating corruption and waste.
Regarding innovation in the method of union inspection and supervision activities, increasing the quantity and improving the quality of inspections and supervisions, Mr. Huynh Thanh Xuan said that inspection and supervision work under the motto of supervision must be expanded, inspections with focus and key points, focusing on leading, directing and organizing the implementation of resolutions, directives and conclusions of trade unions.
Along with that, strengthen the direction, inspection and supervision of subordinate trade unions in the management of trade union finance and assets, in which attention is paid to financial inspection work for grassroots trade unions of non-state enterprises with a large number of workers and laborers; improve the quality of financial inspections.
In addition, conduct inspections and supervise the implementation of inspection conclusions; monitor and urge inspected units to implement inspection conclusion recommendations.
Regarding financial inspection at the same level of the grassroots trade union, the grassroots trade union conducts cross-inspection by the direct superior trade union issuing a personnel decision plan and is allowed to expand the number of specialized personnel. Conduct independent audits for grassroots unions with a large number of employees and union members (to avoid the form of rationalizing inspection work, ensuring democracy and objectivity).
Strengthening the organization and operation of the Trade Union Inspection Committee
