Decree 73/2024/ND-CP stipulates the base salary and bonus regime for cadres, civil servants, public employees and armed forces.
Clause 4, Article 5 of Decree 73/2024/ND-CP stipulates as follows:

4. Funds for implementing salary reform, implementing the bonus regime for civil servants and employees in public non-business units group 1, group 2 are self-guaranteed by the unit according to the provisions of Decree No. 60/2021/ND-CP dated June 21, 2021 of the Government stipulating the financial autonomy mechanism of public non-business units and documents amending, supplementing, and replacing Decree No. 60/2021/ND-CP (if any).
Thus, the funding for implementing the bonus regime for civil servants and employees in self-financing public service units is 100% self-guaranteed by the unit according to regulations.
