Ministry of Education and Training proposes new regulations on teacher evaluation
The Ministry of Education and Training is seeking opinions on the draft Decree detailing the Law on Teachers, with Article 30 focusing on assessing teachers according to professional standards based on professional and nghiep vu capacity. The unified criteria are guided by the Ministry, ensuring synchronicity throughout the system, overcoming formality. The evaluation results become the official legal basis for quality ranking, arrangement of use, training, fostering, commendation and discipline according to Article 22 of the Law on Teachers.
The draft clearly distinguishes between public and non-public establishments: public establishments that comply with civil servant law on time and evaluation procedures; non-public establishments that self-establish regulations based on the guidance of the Ministry, respecting autonomy. Decree 73 bonus for public school teachers up to 16.3 million VND
Since Decree 73/2024/ND-CP was implemented, public teachers for the first time have additional periodic and extraordinary bonuses, instead of almost no Tet bonuses as before. The bonus level is not equal but depends on the bonus fund of each school and the level of task completion, so there is a large difference between educational institutions.

Reality shows that many schools spend bonuses for teachers from 10-12 million VND, while in Thanh Hoa, some schools spend up to 16.3 million VND for teachers who excellently complete their tasks. Schools often divide bonuses according to year-end assessment results or in 6-month installments, with the highest level for teachers with outstanding achievements.
The bonus in Decree 73 is determined from a separate bonus fund, equal to 10% of the total salary fund (excluding allowances), and allocated according to a formula associated with the ranking level: excellent completion, good completion or task completion.
