Mr. Phan Van Anh - Vice President of the Vietnam General Confederation of Labor (VGCL) - chaired the workshop. The workshop was also attended by representatives of the Labor Federations of provinces and cities in the North.
In his opening speech, Vice President of the Vietnam General Confederation of Labor Phan Van Anh said that currently, in most localities, there are many types of social funds and charity funds, with different forms. Some places have up to 3-4 funds, some funds are established in grassroots trade unions.
The funds are all operating well, effectively supporting workers.
However, all funds were established before the date of Decree 93/2019/ND-CP dated November 25, 2019 on the organization and operation of social funds and charity funds of the Government.
Now, to ensure more effective mobilization, management and use of social funds and charity funds, it is necessary to comply with Decree 93.
Currently, there are still some funds that have not been converted to operate according to Decree 93.
Therefore, according to Vice President of the Vietnam General Confederation of Labor Phan Van Anh, the issuance of Guidelines on the organization and operation of social funds and charity funds of trade union organizations is extremely necessary, so that trade union organizations, individuals and related organizations have a basis to convert the activities of funds according to Decree 93 as well as establish new funds.
According to the draft Guidelines on the organization and operation of social funds and charity funds of trade union organizations, there are 2 models for establishing funds, including: Fund of the Provincial Federation of Labor and Branch of the Golden Heart Fund of Labor.
At the workshop, delegates gave many comments on the following contents, such as: conditions, procedures, founders (as individuals, organizations), capital sources when establishing new funds and issues related to the conversion of current funds according to Decree 93.
