Participating in the Workshop to collect comments, perfect the Commendation Regulations of the Trade Union organization and evaluate and review 5 years of implementing Resolution No. 07/NQ-TLD dated January 15, 2020 of the Vietnam General Confederation of Labor on "Innovation of emulation and reward work among workers, civil servants, laborers and Trade Union activities with Standing representatives of the Provincial and Municipal Labor Confederations; Central Industry Trade Unions, General Corporation Trade Unions and units under the General Confederation; Committee leaders and staff directly advising on emulation and reward work for provincial and municipal Labor Confederations; Central Industry Trade Unions, General Corporation Trade Unions and units under the General Confederation; representatives of grassroots trade unions with many union members.
Speaking at the workshop, Permanent Vice President of the Vietnam General Confederation of Labor Thai Thu Xuong emphasized: The work of rewarding the Trade Union organization is not only a recognition of achievements, but also an important spiritual motivation, motivating union members and workers to maximize their creativity, enthusiastically compete in labor production, contributing to the successful implementation of local and national development goals. However, in the context of many changes in the organizational apparatus, some regulations in the Reward Regulations of the General Confederation of Labor reveal inappropriate points; some criteria and processes need to be adjusted to meet new realities.
Therefore, delegates need to give their opinions on some contents. In particular, it is necessary to clearly define the role, authority and responsibility of each level of trade union in reward work in the context of the new organizational structure. Clearness in authority not only facilitates implementation but also increases transparency, avoids overlap and ensures smooth coordination between levels. Propose solutions to apply information technology and digital transformation in emulation and reward management; contribute to standardizing data, improving the effectiveness of appraisal and approval and facilitating full-time staff.
Need to apply technology in reward procedures
Regarding the content of soliciting opinions on perfecting the Commendation Regulations of the Trade Union organization, the General Confederation of Labor Working Committee has advised on amending the Commendation Regulations of the Trade Union organization (amended) with a number of contents. Accordingly, the total number of Articles in the draft Regulation has 50 articles, shortening 2 articles compared to the old Regulation.

Some main amendments include the subjects of application, proposing to amend "Union levels" to "collectives under union organizations" to suit the new model of commune, ward, and special-zone unions and remove "civil servants, civil servants, and public employees" to avoid overlap and avoid confusion about subjects.
Regarding the forms of commendation, it is proposed to remove the form of Certificate of Merit of the Trade Union at the grassroots level because this level no longer exists; adding the "Dynamic, Creative, Responsible Trade Union Women's Award". The award has been issued by the Presidium of the General Confederation of Labor and organized the first award ceremony in 2025 in October 2025...

In addition, the title "Emulation Flag of the General Confederation", Emulation Flag of the Labor Confederation of provinces, cities, and sectors; Certificate of Merit of the General Confederation; Certificate of Merit of the General Confederation also has proposed changes. In particular, it is proposed to increase the rate of certificates of merit for grassroots trade unions under the Provincial and Municipal Labor Federations from 1.2% to 1.5%; increase from 2% to 5% for grassroots trade unions under industry unions and corporations to suit practical conditions, in the implementation of not awarding the Emulation Flag of the General Confederation and Emulation Flag of the Provincial and Municipal Labor Federations to grassroots trade unions.
At the workshop, delegates focused on giving opinions on amending and supplementing the Trade Union's Commendation Regulations. Accordingly, it is recommended that the General Confederation of Labor soon have instructions on dividing emulation clusters so that the reward is directed towards the grassroots. Emulation with clear criteria
The 5-year review of the implementation of Resolution No. 07/NQ-TLD of the Executive Committee of the Vietnam General Confederation of Labor, term XII, on "Innovation of emulation and reward work among workers, civil servants, laborers and trade union activities" shows that the emulation movement among workers, civil servants and laborers at this stage has closely followed the major policies of the Party, the policies and laws of the State and the work program of the Executive Committee of the General Confederation of Labor, clearly demonstrating the spirit of innovation, substance and a strong focus on the grassroots.
The movements have been organized methodically, in depth, with clear criteria, aiming for specific results, positively affecting labor productivity, work efficiency, product and service quality. The commendation, reward, and honor of collectives and individuals with outstanding achievements and the replication of typical advanced models are carried out promptly.
To effectively implement the policies on innovation of emulation and reward work of the Party and State as well as the solutions in the Resolution of the Executive Committee of the Vietnam General Confederation of Labor, over the past 5 years, the Presidium of the Vietnam General Confederation of Labor has issued many programs and plans to implement programs, plans to direct and implement emulation and reward work; innovate emulation and reward work...
The results show that the set targets have been achieved and exceeded. In particular, the target of 100% of trade unions at the grassroots level and 85% of grassroots trade unions developing plans and organizing the launch of emulation movements directed by the General Confederation of Labor has been achieved and exceeded in most localities, with 100% of trade unions at the grassroots level and over 90% of grassroots trade unions implementing.
100% of emulation movements after being launched have been maintained, nurtured, pre-scrutinized and replicated with advanced models to meet the target. The target is that at least 15% of the total number of individuals who are commended annually as workers, direct production workers, civil servants, and public employees who do not hold leadership or management positions have exceeded the target, reaching a rate of 35.5%.
