After the merger, the organizational apparatus of Lao Cai Provincial Federation of Labor includes the Standing Committee, Standing Committee, Executive Committee; 75 cadres and civil servants are arranged to work at 2 Boards (Union Working Committee, Industrial Park Trade Union Committee), manage 11 commune and ward trade unions with 580 grassroots trade unions and nearly 40,000 union members.
Grassroots trade unions are scattered and scattered in communes and wards in Yen Bai and Lao Cai provinces before the merger. After more than 2 months of operating the two-level local government model, trade unions at all levels in the province have initially recorded many positive changes, but have also encountered many difficulties and problems.
In order to strengthen, support and help lower-level trade unions, Lao Cai Provincial Labor Federation has recently issued a Decision to establish 3 Working Groups for local management (each group has 6 to 7 members). Each group has 1 Standing Comrade and a number of leaders and specialists from departments under the Trade Union Work Committee.

Mr. Nguyen Chuong Phat, Chairman of Lao Cai Provincial Labor Federation, said: The Working Groups are implemented according to the Regulations, operating under a concurrent regime, and are allowed to use the seal of the Provincial Labor Federation.
The working group is responsible for coordinating and assisting commune and ward unions within the scope of decentralization of management of ward and commune unions. The implementation process needs to closely follow the Program and Plan of the Standing Committee and the Executive Committee of the Provincial Labor Federation.
In particular, from now until the end of 2025, the Working Group will focus on charging and helping commune and ward unions successfully organize union congresses at all levels for the 2025-2030 term.
The establishment of the Working Groups in charge of the area demonstrates high political determination, great efforts, and drastic actions to remove difficulties and bottlenecks right from the grassroots level, Mr. Nguyen Chuong Phat shared.

As a newly established unit since August 1, 2025, Bao Thang Commune Trade Union currently manages 36 grassroots trade unions with 1,684 union members distributed in Bao Thang Commune and 11 neighboring communes.
Chairman of Bao Thang Commune Trade Union Nguyen Thanh Binh excitedly said: The establishment of the Working Group in charge of the area shows the close attention of the Standing Committee of Lao Cai Provincial Labor Federation to commune and ward trade unions in implementing the 2-level local government model.
This is an urgent and timely solution to support trade unions at all levels to resolve difficulties and problems right from the grassroots level, especially when the Plan to organize trade union congresses at all levels has been issued.
