Maintain internal strength
Like many full-time Trade Union officials, I myself was very happy to learn that at the 8th session, the 15th National Assembly passed the Trade Union Law (amended). With many new points that are more beneficial to Trade Union activities and the workers' and laborers' movement than the current Law, I see the Trade Union Law (amended) as adding more conditions for Trade Union organizations to enhance their care for workers in the new situation.
At the same time, it encourages union members and employees to enthusiastically promote creativity and actively respond to patriotic emulation movements... In particular, the most notable is the continued maintenance of the regulation on 2% union funds. In reality, union funds are a necessary condition for union organizations to take care of employees. In other words, continuing to maintain the regulation on union funds is considered to maintain the endogenous strength of the organization. Because this is not only an important financial source for union organizations to ensure direct spending to care for, protect, and train union members and employees, but also a reserve source in case of emergency. Looking back at the time of the COVID-19 pandemic and post-pandemic, it can be seen that the reason union organizations have many creative activities and proactively take care of union members and employees is because they have accumulated union financial resources.
If in previous years, the unions did not accumulate funds for many consecutive years, it would be difficult to proactively implement creative solutions to promptly and fully support unions and employees affected by the COVID-19 pandemic; reduced working hours, termination of labor contracts due to businesses cutting or reducing orders, etc.
According to forecasts, the world economic situation in general and Vietnam in particular will have many fluctuations in the coming time, relationships will be more complicated... And the Union funding source will continue to promote its role and mission to help the Union organization meet the needs of caring for union members and workers in the new situation.
The binder of movements
As a full-time union official for many years, I realize that the 2% union budget is also the glue that helps the union ensure its role in building harmonious, stable, and progressive labor relations among union members, employees, and business owners and employers through propaganda and mobilization activities to help employees perform well in production, business, and work tasks, contributing to the stability and development of agencies, units, and enterprises.
From this source of funding, the Union also organizes movement activities, creating solidarity between members and workers in the spirit of solidarity and joy... Accordingly, every year, on the occasion of holidays, Tet..., in addition to visiting and giving gifts, the Union also organizes many recreational activities such as folk games, arts, sports, Union Meals, Tet Sum Vay... In addition, the Union of Industrial Parks in the province spends most of its funding on representation and protection work...
The activities of caring for and protecting union members and workers using union funds in the past have created trust among union members and workers. Therefore, the passing of the Trade Union Law (amended) this time not only creates more conditions for trade union organizations to strengthen their care for union members and workers in the new situation, but also contributes to affirming the irreplaceable position of the Vietnam Trade Union in the context of integration.
