Article 8 of Circular No. 29/2020/TT-BQP of the Ministry of National Defense stipulates the duties, tasks and working relationships of village captains as follows:
1. Reprimand
Advising the village Party Cell (Chip) to lead, direct and carry out national defense and military tasks in the village.
2. tasks
a) Perform the tasks specified in Clause 4, Article 20 of the Law on Militia and Self-Defense Forces;
b) Perform other tasks assigned by competent authorities.
3. Work relationships
a) Relations with village Party cells are relations that accompany leadership and direction on national defense and military work in the village;
b) Relations with village heads and heads of mass organizations in villages are labor coordination relationships;
c) Relations with command positions in commune-level military commands are relations that follow the direction and command;
d) Relations with commanders of militia units at the commune level, militia and self-defense units under the management of provinces and districts are coordinated relations and working unions;
dd) Relationship with the commander and soldier of the militia unit on the spot in the village is a relationship between the superior and subordinate levels.
