On February 20, at the 8th session of the People's Council of Quang Tri province, the Resolution on Regulations on support policies for cadres and civil servants entitled to benefits and policies according to the provisions of Decree No. 177/2024/ND-CP dated December 31, 2024 of the Government stipulating benefits and policies for cases of non-rehabilitation, reappointment and cadres quitting or retiring at will in Quang Tri province.
The subjects of application are cadres and civil servants on the payroll at agencies of the Party, the Government, the Vietnam Fatherland Front, and socio-political organizations at the provincial, district, and commune levels who are entitled to the regimes and policies according to the provisions of Decree No. 177/2024/ND-CP, and have a petition to resolve the regimes and policies submitted before February 20, 2025.
Accordingly, in addition to the policies and regimes prescribed by the Government, each cadre and civil servant is supported with 2 months of current salary for each year of work with compulsory social insurance (SI) contributions, not exceeding 100 million VND.
The determination of time and salary to calculate support is implemented according to Clause 4, Clause 5, Article 3 of Decree No. 177/2024/ND-CP. In case the total working time with compulsory social insurance contributions to calculate the allowance is for odd months, it will be rounded up according to the principle that from 1 month to 6 months is counted as 0.5 years; from over 6 months to under 12 months is counted as 1 year.
In addition to the above resolution, the People's Council of Quang Tri province also passed a Resolution stipulating support policies for cadres, civil servants, public employees, workers, and part-time workers at the commune level in implementing the reorganization of the apparatus and administrative units in Quang Tri province.
This Resolution stipulates the province's support policy for people who retire early or quit their jobs; those who cease to hold leadership and management positions or are elected or appointed to lower leadership and management positions; those who increase their work trips to the grassroots during the process of restructuring the apparatus.
For each cadre, civil servant, public employee and employee who retire early, in addition to the Government's policies and regimes, they will be supported with an additional 0.55 months of current salary for each year of work with compulsory social insurance contributions, with a maximum of VND 200 million. For cadres, civil servants, public employees and employees who quit their jobs, they will be supported with an additional 1.10 months of current salary for each year of work with compulsory social insurance contributions, the lowest support level is 6 months of current salary and a maximum of 200 million VND.
In case the non-professional workers at the commune level quit their jobs according to the provisions of Decree No. 29/2023/ND-CP, in addition to the Government's prescribed policies, each year of working as a non-professional workers at the commune level will be supported with 1 month of current month's allowance; cadres, civil servants, public employees in leadership and management who quit their positions or are elected or appointed to hold lower positions due to the arrangement of the apparatus outside the Government's policies will be supported with one-time support of 10 months' basic salary...
The above Resolution only applies to those who apply for early retirement terms 1.3.
