Building expanded voluntary social insurance with flexible payment
On the morning of November 27, the National Assembly discussed in the hall the draft Law on Employment (amended).
Speaking, delegate Thach Phuoc Binh (Tra Vinh delegation) proposed adding a definition of informal labor and criteria for determining the informal sector.
At the same time, there are policies to encourage business households to register, reduce business registration costs and exempt taxes in the initial stage of conversion, simplify administrative procedures to create conditions for small businesses to access preferential loans.
Regarding the flexible development of social security policies, delegate Thach Phuoc Binh suggested the need to build an expanded voluntary social insurance system, allowing flexible income-based contributions suitable for workers with low and unstable incomes.
Regarding the loan subjects, the delegate suggested that the drafting agency should study and consider expanding this subject to the loan subjects to help them have more conditions and access preferential loans to help improve their family economy and help them have a better life.
Proposal to increase unemployment benefits from 60% to 75%
Regarding the conditions for unemployment benefits, delegate Dieu Huynh Sang (Binh Phuoc Delegation) was concerned that in cases where employees are illegally fired or forced to quit their jobs, they still have the right to complain or file a lawsuit.
However, the process of resolving these cases can take several years. Therefore, the delegate suggested that the draft law clarify whether workers are entitled to unemployment benefits during this time.
Regarding the level of unemployment benefits, the delegate said that currently, the monthly unemployment benefit level is only equal to 60% of the average unemployment insurance salary of the 6 most recent months of unemployment insurance payment before unemployment, with a maximum of not more than 5 times the regional minimum wage.
According to the delegate, this subsidy is not enough to cover personal expenses for workers, not to mention family expenses. Because most businesses pay unemployment insurance according to the regional minimum wage (about 4 million VND/month), the subsidy is only about 2.5 million VND/month.
Therefore, delegates proposed to review and increase unemployment benefits from 60% to 75% of the average salary for unemployment insurance contributions for workers, to suit current life realities.
Contributing opinions to the draft law, Delegate Trieu Thi Ngoc Diem (Soc Trang Delegation) said that in the field of vocational education, the simultaneous existence of many policies supporting elementary level training and supporting training under 3 months with many different implementation guidelines has created many documents and procedures for payment and settlement, causing many difficulties in the implementation process.
The policy of supporting vocational training for young people who have completed their military service and police service is currently facing difficulties in implementing the ordering and assignment mechanism due to overlaps and problems in detailed guidance documents.
Delegates suggested that the draft law should assess the impact and current problems related to the policy of supporting elementary level training and supporting training under 3 months. It is necessary to consider and issue a unified general policy on tuition exemption and reduction, support for study costs, and policies to support elementary level training and supporting training under 3 months for beneficiaries.
On that basis, the Ministry of Finance issued a circular regulating and guiding the content and unified spending levels for localities to easily implement, avoiding the situation where there are many guiding documents but there are difficulties and lack of consistency in implementation.
