It is expected that from July 1, 2026, the base salary level will be temporarily adjusted to increase by about 8%, and at the same time associated with the adjustment of pensions, allowances for people with meritorious services, support, allowances for social protection beneficiaries and support, social pension allowances.
The salary adjustment will be considered based on budget capacity, while ensuring balance, harmony and rationality between the salaries of cadres, civil servants, public employees, and armed forces and the regime for retirees, people with meritorious services, and social protection beneficiaries, in order to ensure social progress and fairness.
In addition, the Government also continues to study and improve the bonus mechanism associated with work results, creating resources for agencies and units to evaluate and classify work efficiency according to KPI, ensuring salary and bonuses are paid to the right people, for the right jobs, and improving the operational efficiency of the apparatus.
Thus, it is expected that from July 1, 2026, the base salary will be temporarily adjusted to increase by about 8% (equivalent to 187,200 VND), accordingly, the new base salary is expected to be 2,527,200 VND.
Currently, according to Point a, Clause 1, Article 3 of Circular 07/2024/TT-BNV, the salary of civil servants is being calculated according to civil servants:
Salary = Coefficient x base salary.
Salary coefficient: Regulated in Decree 204/2004/ND-CP.
Accordingly, if the above base salary is officially implemented from July 1, 2026, the highest salary for officials and civil servants is expected to be about 20.17 million VND (equivalent to a salary coefficient of 8.0) and the lowest is about 3.41 million VND (equivalent to a salary coefficient of 1.35). This salary level does not include allowances.
