Pursuant to Article 66 of the Law on Social Insurance 2024 (effective from July 1, 2025), the minimum monthly pension is 45% of the average salary used as the basis for social insurance contributions.
Pursuant to Article 7 of Decree 178/2024/ND-CP, policies for people retiring early:
Subjects specified in Clause 1, Article 2 of this Decree who retire early are entitled to the following regimes: Receive early retirement policies according to the working period with compulsory social insurance payment and the number of years of early retirement:
In case of remaining aged from 2 years to 5 years to the retirement age prescribed in Appendix I issued with Decree No. 135/2020/ND-CP and having enough working time with compulsory social insurance contributions to receive pension according to the provisions of the law on social insurance, in addition to receiving pension benefits according to the provisions of the law on social insurance, they will also receive the following benefits:

In case of remaining 2 years to 5 years until the retirement age specified in Appendix II issued with Decree No. 135/2020/ND-CP and having enough working time with compulsory social insurance contributions to receive pension according to the provisions of the law on social insurance, including 15 years or more in arduous, toxic, dangerous jobs... in addition to receiving pension benefits according to the provisions of the law on social insurance, they will also receive the following benefits: The pension rate due to early retirement will not be deducted.
In case of being younger than 2 years old until the retirement age prescribed in Appendix I issued with Decree No. 135/2020/ND-CP and having enough working time with compulsory social insurance contributions to receive pension according to the provisions of the law on social insurance, they will receive pension benefits according to the provisions of the law on social insurance and will not have their pension rate deducted due to early retirement.
In case of less than 2 years of retirement age as prescribed in Appendix II issued with Decree No. 135/2020/ND-CP and having enough working time with compulsory social insurance contributions to receive pension according to the provisions of the law on social insurance, including 15 years or more in arduous, toxic, dangerous jobs... they will receive pension benefits according to the provisions of the law on social insurance and will not have their pension rate deducted due to early retirement.
Accordingly, according to Decree 178 of 2024 of the Government on early retirement, the subjects in Clause 1, Article 2 of Decree 178/2024/ND-CP who are entitled to early retirement policies according to the working period with compulsory social insurance will not have their pension rate deducted.
Thus, the minimum monthly pension for early retirement according to Decree 178 is 45%.
Note, this case only applies to female workers with a mandatory social insurance payment period of 15 years, male workers with a mandatory social insurance payment period of 20 years.
