Attending the conference were Mr. Ngo Duy Hieu - Vice President of the Vietnam General Confederation of Labor, President of the Vietnam Civil Servants' Trade Union; President of the Provincial Confederation of Labor, representatives of the Propaganda Department of Nghe An Provincial Party Committee and Heads of Propaganda Departments of 63 provincial and municipal Confederations of Labor, 19 Central and equivalent Industry Trade Unions, and Trade Unions of Corporations under the Vietnam General Confederation of Labor.
Speaking at the conference, Vice President of the Vietnam General Confederation of Labor Ngo Duy Hieu said that the conference was an opportunity to equip knowledge and skills for the team of leaders and staff directly advising on propaganda work of the Trade Union organization, contributing to improving the effectiveness of trade union propaganda work, especially trade union communication in the spirit of the Resolution of the 13th Congress of the Vietnam Trade Union.
Vice President of the Vietnam General Confederation of Labor Ngo Duy Hieu directly presented and shared the topic "Skills in implementing Trade Union propaganda work in the new context", mentioning the new context and issues facing the Vietnamese Trade Union organization today, requiring trade union officials to have innovative thinking and vision, and be equipped with the necessary skills to adapt to the situation.
Vice President of the Vietnam General Confederation of Labor Ngo Duy Hieu commented that the world situation is complicated and unpredictable; globalization and international integration are being promoted; the 4th industrial revolution is taking place quickly, making breakthroughs, and having a profound impact on all aspects of life. Many new types and forms of labor have appeared (Uber, Grab, online sales, etc.), hired labor, hourly labor; non-traditional security, natural disasters, epidemics, climate change are increasing, etc., posing new challenges in attracting, gathering, caring for, and protecting workers. In the above context, the propaganda work of the Trade Union needs to be innovated. In propaganda and education work, it is necessary to choose content and methods suitable for each target audience, creating attractiveness; building a team of propaganda cadres and collaborators, propagandists, and celebrities; focusing on the motto "Take the beauty - Eliminate the ugliness"; Choose space and time associated with meaningful holidays and events, integrate into care activities; apply information technology and social networks; Coordinate with press and media agencies.
To improve the effectiveness of propaganda, it is necessary to apply information technology, websites of provinces, cities, sectors, higher-level trade unions and grassroots trade unions; compile documents on questions and answers, situations for union members and workers to easily apply; promote the role of reporters, propagandists, consultants; build specific models for workers, civil servants and laborers to participate in the fight against law violations and crimes; organize forms of propaganda so that union members and laborers change their awareness, spend time and money to study and improve their qualifications. At the same time, propose policies to mobilize resources from the government and employers to train and improve the skills of union members and laborers.
The Vice President of the Vietnam General Confederation of Labor also pointed out some key leadership skills of union officials, such as managing change; inspiring and motivating; behaving and communicating; solving problems; making decisions... At the same time, it is necessary to have skills in negotiation, bargaining, listening, planning, communication... Mr. Ngo Duy Hieu also discussed, explained, and answered questions from the trainees attending the training session.
On the same afternoon, delegates continued to receive training from experts from the General Department II, Ministry of National Defense, on identifying and combating erroneous and hostile views on the working class and trade unions; and from the Institute of Public Opinion, Central Propaganda Department, on research, investigation, and understanding of public opinion.
