The incident occurred on July 12, at Binh Duong General Hospital (Phu Loi Ward, Ho Chi Minh City), related to receiving and processing the records of a patient who unfortunately died before being hospitalized.
During the implementation of the prescribed procedures, there was a delay in handing over the body to the family, leading to some misunderstandings and unwanted emotions in the community.
According to regulations, in cases where patients are taken to the hospital when they have died before, the hospital needs to coordinate with the police to verify the cause of death and complete the necessary legal steps before handing over the body to relatives.
The hospital is required to receive documents from the locality and the investigation agency with full signatures and stamps as prescribed, including: confirmation minutes from the police agency of the area where the death occurred; confirmation of cause of death not due to criminal impact; related documents with authentication stamp from the locality or ward police.
For the case on July 12, the patient's relatives provided documents from Thuan Giao Ward Police. However, this file lacks some legal confirmation according to the correct procedure (including red bookmark and signature of competent authorities).
Therefore, the hospital's full-time staff has not been able to temporarily complete the handover, and has instructed to supplement the documents according to regulations. The purpose is to ensure the legality of both the family and the hospital in these special situations.
"Binh Duong General Hospital affirms that it has implemented the correct procedures according to the law. However, during the explanation and guidance process, some health workers conveyed information that was not flexible, causing the patient's family to misunderstand the responsibility for handling. We admit our mistakes and will seriously learn from our experience. At the same time, strengthen communication skills training, improve approach and support people - especially in sensitive situations" - Binh Duong General Hospital informed.
