After 4 years of working as Deputy Secretary of the Commune Youth Union, Mr. Nguyen Van Son (28 years old) said that compared to other people working in private enterprises who quit without any support, he felt much luckier.
Mr. Son has 47 months of experience as a part-time commune-level cadre, and has paid social insurance for 3.5 years, equivalent to 42 months. When he learned about the upcoming end of the activities of non-professional workers at the commune level, he completely supported.
The Deputy Secretary was only disappointed because he worked many different jobs each month, was extremely enthusiastic but only received an allowance of 2.1 million VND. When calculating the allowance according to the proposal, Mr. Son felt even more regretful because it was only calculated at 0.8 times his income.
Sharing more details, Mr. Son said that although he is a deputy manager, he has to do many tasks of the manager. In addition, he often takes a day off from his main job to participate in programs organized by the agency.
Discussing his wishes, Mr. Son hopes that those who are receiving a monthly income of less than 2.5 million VND will consider raising the calculation to the current allowance (from 0.8 to 1.):
With this calculation, Mr. Son believes that it will help part-time workers feel more secure when they want to start a business. In case of long-term unemployment or wanting to learn more knowledge to start a new job, the worry and pressure will be reduced.
Ms. Pham Thanh Loan (60 years old, Thai Binh) - Vice President of the Commune Women's Union - shared that although she has worked for more than 24 years, she has only paid social insurance for the last 8 years. The insurance amount if withdrawn at one time by her was only over 40 million VND.
Ms. Loan's monthly allowance is currently 2.65 million VND. Because she is of retirement age, the amount of subsidy she receives as proposed is only 0.8 times her income, not the number of months to increase or enjoy benefits like other subjects.
With this proposal, Ms. Loan is only entitled to a total of: 0.8 times income, 1.5 times income multiplied by 8 years of insurance payment and 3 months of current monthly allowance. The total allowance Ms. Loan received is about 36 million VND, which she said is quite low.
With this amount, Ms. Loan said it was not enough to pay voluntary social insurance for the remaining years to receive a pension. Even if you deposit savings in a bank, you won't get much, it's very difficult and worrying when you're old and knocking on the door.
According to Ms. Loan, this calculation is not fair for people of retirement age like her.
Ms. Loan recommends separating non-professional workers who are old enough or past the retirement age to have a suitable calculation method. According to the female Vice President of the Commune Women's Union, the initial income should be multiplied by the number of months with compulsory social insurance contributions like other subjects to be reasonable.
The Ministry of Home Affairs designs a subsidy regime for part-time workers at the commune level according to 3 groups of regimes. In which, Mr. Son belongs to group 1, Ms. Loan belongs to group 2.
Accordingly, the first group, those with less than 5 years of work with compulsory social insurance contributions will receive a one-time allowance equal to 0.8 times the current monthly allowance multiplied by the number of months of work with compulsory social insurance contributions.
This group also receives a subsidy of 1.5 times the current monthly allowance for each year of work with compulsory social insurance contributions.
Receive a subsidy of 3 months of current monthly allowances to find a job and reserve the time of compulsory social insurance payment or receive one-time social insurance according to the provisions of the law on social insurance.
Second, people who have paid compulsory social insurance for 5 years or more and have paid for 5 years or less until retirement age will receive a one-time allowance equal to 0.8 times the current monthly allowance multiplied by the number of months of early retirement compared to retirement age.
This group continues to receive a subsidy of 1.5 times the current monthly allowance for each year of work with compulsory social insurance contributions.
