Recently, sending a question to the Ministry of Home Affairs, Mr. Hai (character's name has been changed) said that the current severance pay for part-time workers at the commune level is still low, not commensurate with the contributions of this subject.
He suggested that the authorities review and adjust policies as well as have a plan to support job search when the activities of non-professional cadres in the commune end.
In addition, Mr. Hai also proposed that after the merger, the commune areas are very large, so it is necessary to consider a policy to retain non-professional workers at the commune level like contract workers, non-professional workers at the commune level who are not allowed to be on the payroll, but the standards are the same as commune civil servants, and there are many jobs like commune civil servants.
Answering the above issue, the Ministry of Home Affairs said that implementing Resolution No. 60 of the 11th Central Conference of XIII and the conclusions of the Politburo, the Secretariat on the arrangement of administrative units at the provincial, commune level and the organization of local governments 2 levels, ministries, central departments have been reviewing current regulations to propose competent authorities to amend and supplement.
Accordingly, the provisions of the end of the use of part -time activities at the commune level, assigning local authorities to consider, can arrange the amateur operating activists at the commune level to meet the requirements of tasks to participate in the village, the residential group, implement the policy of quitting for amateur operating people at the commune level without being arranged as prescribed as prescribed.
Currently, the Ministry of Home Affairs is synthesizing the opinions of ministries, branches, localities and the opinions of the People to propose the Government to issue regulations on implementing regimes and policies for part-time workers at the commune level when implementing the arrangement of provincial and commune-level administrative units and local government organizations at 2 levels.
Previously, contributing opinions at the National Assembly's discussion session on the draft Law on Organization of Local Government, delegate Nguyen Thi Quyen Thanh - National Assembly Delegation of Vinh Long province said that due to the current low monthly allowances for part-time workers at the commune level, in villages and residential groups, the allowance for these subjects is redundant due to the arrangement of administrative units at the commune level.

Therefore, to facilitate the resolution of policies for part-time workers at the commune, village and residential group levels, the delegate proposed that the Ministry of Home Affairs advise the Government to consider supporting part-time workers at the commune, village and residential group levels to receive a regime equal to 2 times the prescribed subsidy level.
"At the same time, support the additional regime for each year of work is equal to 3 months multiplied by 2 times the current allowance level, the maximum period is not more than 60 months. Supplementing training and career conversion regimes for part-time workers who quit their jobs", delegate Nguyen Thi Quyen Thanh expressed her opinion.
