Lao Dong Newspaper has just received a complaint from a worker working at Thai Binh City Irrigation Works Exploitation Enterprise under Nam Thai Binh Irrigation Works Exploitation One Member Limited Liability Company (abbreviated as Nam Thai Binh Company) about the salary coefficient being reduced but not receiving notification or exchange from the company.
Mr. Nguyen Hung Son angrily said: "We are employees who have been attached to the company for 30 years, but when the salary coefficient was reduced, we did not receive any exchanges or opinions from the company. Previously, we received a salary grade 7/7 with a coefficient of 4.4. However, from June 2025 to now, our salary coefficient has been reduced to 4.05".
Also attached to Nam Thai Binh Company for 30 years, Mr. Nguyen Van Mac said: "We wonder why working in the same system but the salary coefficient is different, Nam Thai Binh is lower than other areas and at 4.05. Previously, the salary coefficient of the regions was the same, but when the salary coefficient decreased, we did not receive any notice from the company about the decrease. It is worth mentioning that the company promised to respond to employees from April 15, but so far there has been no response.
According to the report of Nam Thai Binh Company sent to the Department of Home Affairs of Hung Yen province on checking and verifying the content of the employee's request, based on the provisions of the Labor Code and the Law on State Capital Management at Enterprises, based on the specific characteristics of the unit, productivity, work efficiency of employees and the company's production and business results at the present time, the company's salary council of 13 members has agreed to build a new salary scale.
In which, for direct production workers, there is only one title, which is construction management worker with a grade 7 coefficient of 4.05 (equivalent to 9.5 million VND as of January 2026).
At the end of June 2026, leaders of Nam Thai Binh Company organized a survey of employees' opinions on whether to adjust the salary scale, for direct workers in the form of secret ballot, the result was that 57.2% had opinions to maintain and not adjust.
In addition, the company expects that in September 2026, the company's salary council will meet to agree on the final plan. If the adjustment is approved, the company will continue to carry out the necessary procedures. After that, the company will submit it to competent authorities for appraisal and approval for implementation.
Regarding the above issue, the leader of the Hung Yen Provincial Labor Federation said: "Regarding the salary coefficient of employees, compared to the floor regulated by the State, it is not low, but compared to the previous coefficient, it is lower. The company is not wrong in arranging salaries but wrong in organizing conferences to get opinions from employees. According to regulations, when reducing salaries, it is necessary to discuss with employees, if employees agree, it will be reduced.
Leaders of the Hung Yen Provincial Labor Federation added: "Previously, we had requested the company's leadership to return to working at the correct salary for employees, doing this is detrimental to employees who have been attached to the company for a long time.
