Ms. Toan works as a worker at a garment company on Chien Thang Street (Ha Dong Ward, Hanoi), renting a house in Phuong Liet Ward. For the past 4 years, Ms. Toan has planned to move the restaurant dozens of times, but balancing the rental price and travel distance, she is determined to still choose to rent the current rented room because the price is cheap, near the wholesale market, and the living price is affordable...

Ms. Toan said that due to heavy rain, there is usually no power outage, but she still proactively moves all the food stored in the refrigerator, completely stopping the power to ensure safety because after only 3 hours of continuous rain, her rented room is flooded.
"Yesterday afternoon, I did not go to the market to buy food but cleaned up all the leftover food in the refrigerator to eat. Phosphate leaves are placed in a large basket and drained, eaten for a few days; fish and meat are stored in a warehouse, boiled eggs; rice is in a pot. At 2am on September 30, water began to flood into the room, I completely cut off the power, and moved my belongings," said Ms. Toan.


According to Ms. Toan, on the morning of September 30, she received an early notice from the company for workers and domestic workers in flooded areas who were off work, and those who could go to work would still go to work as usual. Ms. Toan's boarding house was flooded about 25cm deep, although it was not to the point of being unable to move, but worried about the danger of potholes, Ms. Toan decided to take a day off on the morning of September 30.
Mr. Nguyen Van Mui, who is renting a room on Nguyen Quy Duc Street, Thanh Xuan Ward, also had a day off work on the morning of September 30 due to flooding.
Mr. Mui works as a hired truck driver. On the afternoon of September 29, he received an order to transfer equipment, tables and chairs... to a company from Nguyen Xien Street (Phuong Liet Ward) to Phung Hung Street (Ha Dong Ward).

"On the night of September 29 and the morning of September 30, it was continuously raining heavily, I determined that the order was difficult to implement because the goods were transported with many papers and machinery. On the morning of the 30th, the road I passed through had 3 deeply flooded areas, so I reported to the company to postpone waiting for the water to recede. A day without work is a day without income, I always sweat and worry about not having to eat," Mr. Mui lamented.
Mr. Mui said that if the water recedes on the afternoon of September 30, he will go to work immediately.
