In order to build a streamlined, effective and efficient administrative apparatus and public service units in accordance with their functions and tasks, meeting the requirements of economic and social development and the process of state administrative reform in 2025, the People's Committee of Ninh Binh province has approved a plan to streamline the payroll of nearly 50 redundant district and commune-level civil servants due to the rearrangement of administrative units in the province.
The cases of staff reduction are redundant civil servants who voluntarily applied for early retirement and some cases of resignation immediately after the reorganization of administrative units at district and commune levels.
In addition, there are some cases of staff reduction due to not meeting the training standards for the current job position as prescribed in Decree No. 33/2023/ND-CP, there are voluntary staff reduction applications, the agency has alternative sources and agrees to implement staff reduction.
According to Mr. Tong Quang Thin - Vice Chairman of Ninh Binh Provincial People's Committee, the implementation of staff streamlining is based on the principle of ensuring the leadership of the Party, promoting the supervisory role of socio-political organizations and the people in the process of staff streamlining. Staff streamlining is associated with the arrangement of the apparatus in the direction of streamlining, effective and efficient operation and restructuring, improving the quality of the staff, civil servants and public employees according to job positions, in accordance with the autonomy mechanism of agencies, organizations and units.
The streamlining of staff ensures the principles of democratic centralism, objectivity, fairness, publicity, transparency and in accordance with the law. Ensure timely and complete payment of staff streamlining policies and regimes in accordance with the law, ensuring effective use of the state budget.
The head must be responsible for the results of streamlining the payroll in the agency, organization, or unit assigned to manage according to authority.
In 2025, Ninh Binh province will streamline the payroll for 115 district and commune-level civil servants and the goal by 2026 is to streamline at least 5% of the payroll of civil servants and at least 10% of the payroll of public employees receiving salaries from the state budget according to regulations.
Along with streamlining the payroll, the recruitment of civil servants and public employees must ensure the goal of streamlining the payroll in the period of 2022 - 2026, in which, focusing on implementing the policy of attracting talent. Encourage cadres, civil servants and public employees who are not healthy enough to work or have limited capacity to voluntarily retire or transfer to other jobs.
The People's Committee of Ninh Binh province requests relevant agencies and organizations in organizing and implementing the policy of streamlining payroll to uphold the sense of responsibility and promote a proactive and active role in determining specific work content, deadlines, and progress of completing the streamlining of payroll in Ninh Binh province in 2025.
