Mr. Nguyen Manh Hung was born in May 1972, has 35 years of work and 27 years of social insurance contributions. According to Mr. Hung, he rose from a grassroots cadre, participated in union work, commune police... At the time of resignation according to Decree 178, Mr. Hung was the Secretary of the Commune Party Committee.
Mr. Hung said that at the same time he applied for his resignation, his commune had 6 cadres who also made documents according to Decree 178, mainly commune cadres, officers... Of which, Mr. Hung was the one who received the largest budget when he retired.
In Nga Son district, officers on leave under Decree 178 receive money in 4 installments, the earliest installment around the beginning of June 2025.
Currently, Mr. Hung also receives a pension of VND 6,074,000/month.
Sharing about the process of preparing documents and procedures for resignation according to Decree 178, Mr. Hung said that he submitted an application to the district from April 2025. After that, he submitted a complete notarized photocopy of documents attached to the work process such as the decision to recruit, appoint, rotate, the most recent salary increase decision, the decision to retire early... "The complete documents I sent to the Department of Culture - Social Affairs of the People's Committee of the commune where I worked, then the commune gathered and sent them to the superiors. Difficulties only arise when the documents do not match the information or are not complete and consistent as required. If the application is valid, just submit it and wait for the funding to be received as prescribed, Mr. Hung added.
According to Mr. Hung, according to the information he has, in Nga Son district (old), cadres on leave under Decree 178 receive the most funding, up to nearly 3 billion VND.
After the group of cadres retiring under Decree 178, the locality has a group of cadres retiring under Decree 67 and Decree 154.
According to the Ministry of Home Affairs, as of August 19, 94,402 people nationwide had decided to retire according to Decree 178. The total number of people submitting to competent authorities for funding approval and the number of people who have been approved by competent authorities for funding is 81,410 people, of which 75,710 people have had their funding resolved according to regulations.
