Mr. Nguyen Dinh Khang - Member of the Party Central Committee, Vice Chairman of the Central Committee of the Vietnam Fatherland Front, President of the Vietnam General Confederation of Labor provided the above information when giving the opening speech and introducing the seminar "Strengthening coordination between the Trade Union organization and the People's Public Security force in ensuring security and safety for workers", held on the morning of August 13.
Mr. Nguyen Dinh Khang said that currently, the whole country has about 17 million workers and more than 8 million union members. The team of workers is present in all important economic sectors, contributing 65% of the total domestic product, more than 70% to the state budget. The country currently has nearly 7 million workers working in industrial parks and foreign enterprises. The large team of union members and workers is an important force that determines the socio-economic development of the country. Therefore, ensuring security and safety for workers is considered an important task by the Vietnam General Confederation of Labor and the Ministry of Public Security and has been constantly coordinating to successfully complete this task in recent times.
Faced with the new requirements, ensuring security and safety for workers poses a higher requirement. Many types of criminals have penetrated industrial parks, export processing zones, and workers' residences to operate, seriously affecting security and order in the area and threatening the peaceful life of workers.
"Traditional crimes such as drugs, prostitution, gambling... often identify workers as their "customers". The situation of crimes and law violations related to "black credit" activities and fraudulent property appropriation activities occurred in many localities, affecting security and order with very sophisticated and complicated tricks" - Mr. Nguyen Dinh Khang stated the reality.

According to the President of the Vietnam General Confederation of Labor, entering the period of international integration, especially when Vietnam participates in new-generation free trade agreements, according to the commitment that Vietnam will have to allow the establishment of labor organizations at enterprises, but not under the Vietnam General Confederation of Labor, along with grassroots trade unions of the Trade Union organization.
This is a sensitive, unprecedented issue, not only directly affecting the organization and operation of the Vietnam Trade Union, but also posing potential risks to political security, social order and safety. Such new regulations have the risk of crime arising, which is that hostile forces and reactionary forces take advantage of the permission to establish an organization of workers in enterprises to attract workers is a high risk, the risk of workers participating in assisting this new crime is not small.
According to the President of the Vietnam General Confederation of Labor, the development of information technology and social networks has fundamentally changed the way people receive and share information, most workers have smartphones. This creates conditions for hostile forces to approach workers through social networks to focus on luring and attracting workers.
To strengthen coordination between the People's Public Security force and trade unions in ensuring security and safety for workers, at the seminar, Mr. Nguyen Dinh Khang suggested that delegates should focus, discuss and discuss the following contents: Some new requirements for the issue of coordination between the two sides to suit the domestic situation after the arrangement and streamlining of the apparatus at both the central and local levels; how to overcome the shortcomings in the recent past, especially the situation of ineffective formal and coordinated cooperation.

The issue of worker security has been directed to be implemented in sectors and localities: results, advantages and difficulties. In particular, the coordination between the two sides needs to focus more on what contents to innovate and achieve higher efficiency, proactively maintaining stability in the context of our country entering the operation of the two-level local government.
Forecasting, proactively grasping and exchanging between the two sides (police and trade unions) to promptly handle information about labor relations and workers' security; at the same time, continuing to promote the movement "All people protect national security", creating a solid foundation for the issue of workers' security.
Mr. Nguyen Dinh Khang hopes that the seminar will discuss and propose many practical solutions to ensure security and safety for workers.
