Article 14 of Decree 33/2023/ND-CP stipulates:
Admitted to work as a commune-level civil servant
1. Subjects:
a) Officials working at public service units;
b) Salary earners in the People's Armed Forces, people working in key organizations but not civil servants;
c) People who cease to hold a cadre position at the commune level (except for disciplinary dismissal);
d) People who have been cadres and civil servants (including commune-level cadres and civil servants) and are then mobilized and rotated by competent authorities to hold positions other than cadres and civil servants at other agencies and organizations.
2. Standards and conditions for receiving; records of the person proposed for receiving and the Inspection and Examination Council when accepting to work as a commune-level civil servant shall apply the Government's regulations on recruitment, use and management of civil servants.
Thus, the subjects accepted to work as commune-level civil servants include:
- Officials working at public service units;
- Salary earners in the People's Armed Forces, people working in key organizations but not civil servants;
- People who cease to hold a cadre position at the commune level (except for disciplinary dismissal);
- People who have been cadres and civil servants (including commune-level cadres and civil servants) and are then mobilized and rotated by competent authorities to hold positions other than cadres and civil servants at other agencies and organizations.
